About the Job:
Implements Operational, Logistical, Maintenance and Safety procedures, policies, and plans related to Oil Spill Response at Oil Spill Response Base to ensure that the facility is properly organized, and the equipment is in the state of readiness for responding to an incident.
KEY ACCOUNTABILITIES:
Conducts Tier 1 and Operational activities with due regard for Team safety and environmental consideration in line with ADNOC 100 % HSE culture and ADNOC HSE Standards.
Implements Tier 1 activities including Operations, Maintenance, HSE, and Logistics to ensure resource readiness and preparedness.
Assists in developing Annual and Monthly Logistics, HSE, Maintenance, and Operations Plans.
Assists in the various HR-related processes within the Oil Spill Response Base (such as employee attendance, leave, and medical check-ups) daily.
Participates effectively in all meetings such as the internal weekly meeting with the base team.
Participates in preparing the Tier 1 Weekly Performance Report before reporting to the Base Manager for review.
Participates in the engagement sessions conducted by the Base Manager.
Provides the required support to assist the department in all events the department is a part of.
HSE Management Function:
Participates in Individual HSE Leadership visits as per the annual HSE Leadership plan.
Implements the HSEAI assurance program at the Base level.
Ensures all applicable ADNOC HSE Standards are implemented effectively with the collaboration of the Department’s HSE Focal Point.
Prepares the Monthly HSE reports before submitting them to the Department’s HSE Focal Point.
Conducts dedicated PTW Audits of operations, projects, and maintenance activities.
Assists in recognizing, appreciating, and rewarding employees and teams with commendable behaviours.
Delivers the safety on-boarding program e.g. safety weekly meeting to ensure that all the new employees of the base are properly made aware of the HSE requirements.
Participates in applying disciplinary process to violators as per HSE-GA-ST12 HSE Recognition & Accountability Framework requirements and closed within the required timeline.
Conducts risk assessments for all new and high-risk activities related to operations, projects, and technical activities.
Participates in reviewing the Department’s HSE Risk Register to cover site-specific risks and newly arising risks from all locations/operations.
Reports HSE observation as per the annual approved target and encourages all the base individuals to report HSE observations.
Reports, analyses, and communicates HSE observations: unsafe acts, unsafe conditions, near misses & positive observations.
Communicates Learnings (HSE LL) from incidents to the targeted group of employees through engagement sessions.
Implements Department’s Competency Assurance Program and Personal Development Plan in collaboration with Specialist, Training, and Competency.
Reports all workplace incidents and near misses prepares TOR forms an incident investigation team for all incidents and conducts the incident investigation as per the required timeline.
Assists the Base Manager to nominate employees to attend the HSE In-house Training and ensures participation/attendance of all nominated employees.
Participates in conducting asset-level assessments to validate abatement opportunities (feasibility and economics) identified in carbon strategy to achieve the 25% target and identify additional opportunities to achieve the ADNOC 2030 Sustainability framework.
Plays an assigned role within the Work Management System and oversees the effective implementation of the system.
Implements all the required major changes at the base that are covered by the Management of Change.
Minimum Requirements:
HND, Diploma, bachelor’s degree in relevant field or equivalent experience.
4 years of experience in Oil Spill & HNS Response field.
