Job Description

We are seeking a proactive and qualified HSE Engineer to support its Tenant Fit-Out Management Team. The successful candidate will be responsible for ensuring that all tenant construction activities are executed in compliance with the master developer’s HSE policies, Dubai Municipality and Trakhees regulations, and international health and safety standards. The HSE Engineer will monitor site activities, conduct audits, and actively engage with tenants, contractors, and consultants to promote a safe and compliant fit-out environment.

Key Responsibilities

  • Review and approve HSE plans, risk assessments, and method statements submitted by tenant contractors.
  • Conduct regular site inspections to identify hazards, ensure implementation of control measures, and monitor compliance with safety procedures.
  • Provide HSE induction and toolbox talks to contractors and ensure adherence to the clients
  • safety protocols.
  • Enforce compliance with hot works permits, confined space entry, work-at-height protocols, and environmental controls.
  • Investigate incidents, near misses, and unsafe practices; document findings and recommend corrective actions.
  • Maintain accurate records of inspections, permits, violations, and corrective actions taken.
  • Support emergency preparedness planning, including fire drills and evacuation route coordination.
  • Liaise with internal HSE teams, consultants, and local regulatory authorities to ensure statutory compliance.
  • Contribute to the continuous improvement of health and safety practices across all tenant fit-out projects.
  • Ensure implementation of waste management, noise control, and environmental protection measures.

Skills, Knowledge And Experience

  • Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or related field.
  • 5–7 years of HSE experience in construction, tenant fit-out, or property development, preferably in the UAE.
  • NEBOSH IGC or equivalent HSE certification is mandatory.
  • Familiarity with UAE labour law, Dubai Municipality EHS guidelines, and international safety standards (OSHA, ISO 45001).
  • Strong understanding of site safety inspections, risk assessments, and incident reporting protocols.
  • Excellent communication, observation, and reporting skills.
  • Previous experience working on developer or master developer projects is a strong advantage.
  • Fluency in English; Arabic is a plus.
