Comprehensive Assessment of Current Operations and GAP Analysis:

Review existing management systems, documentation, governance structures, reporting mechanisms, and workforce engagement methods.

Conduct a gap analysis and benchmark against industry best practices and applicable standards.

Identify and assess hazards associated with critical and routine job tasks across departments.

Categorize risks into operational, physical, chemical, biological, ergonomic, and emergency-related risks.

Develop a tailored framework, including bilingual (English and Arabic) templates, standard operating procedures (SOPs), and guidance documents.

Design a mechanism to evaluate compliance, effectiveness, and engagement through measurement, monitoring, and feedback loops.

Deliver training programs to educate employees and supervisors on the HSE process, hazard identification, and control measures.

Develop training materials, manuals, and scenario-based implementation guidelines.

Prepare and submit progress reports, structured updates on risks, hazard profiling matrices and next steps.

Provide final reports, lessons learned and continual improvement recommendations.

Experience & Further Qualifications

Graduate in any discipline with Masters in OHS or risk management or equivalent is preferred.

ISO 14001 & ISO 45001 Lead Auditor is must. ISO 31000 and ISO 22301 Lead Auditor certifications will be added advantage.

At least one of the IOSH and NEBOSH certificates would be necessary.

At least 7 to 8 years of experience in developing and delivering HSE systems –Job Safety Analysis (JSA) would be more preferred.

Demonstrated knowledge and expertise in occupational health and safety (OHS), Environment management, Sustainability (waste management, GRI standards, decarbonization, etc.) is preferred.

Proven experience in similar projects, preferably within the UAE or GCC region.

Native Arabic proficiency and the ability to deliver high-quality documentation and training in both English and Arabic.

Strong understanding of ISO 45001, ISO 14001, ISO 22301, ISO 31000, ILO, HSE UK standards, and UAE regulations on occupational health and safety.

Experience working with government entities or large organizations in the UAE.

Knowledge of local UAE occupational health and safety regulations.

The consultant must ensure bilingual delivery of all materials (English and Arabic).
