Role Purpose

The Handover Engineer plays a key role in managing the technical and documentation aspects of project closeout and final delivery to clients. This includes overseeing testing and commissioning activities, compiling final documentation, ensuring compliance with authority regulations (e.g., DEWA, DCD), and coordinating with internal teams and external stakeholders to achieve timely, snag-free handover.

Key Accountabilities

 

Commercial Strategy & Financial Management

  • Lead the development and implementation of commercial strategies that align with regional and corporate objectives.
  • Control and monitor project budgets, forecasts, and profitability margins.
  • Oversee financial reporting, including cost/value reconciliations, project financial reviews, and performance metrics.
  • Ensure timely preparation of interim valuations, progress claims, variations, and final accounts.

 

Project Closeout & Handover

  • Coordinate and manage the handover process from construction to client or facility management team.
  • Develop and maintain project-specific handover schedules, trackers, and checklists.
  • Ensure all snagging and de-snagging work are completed to the satisfaction of the client/consultant.

 

Testing & Commissioning (T&C)

  • Oversee the testing and commissioning of MEP systems in collaboration with subcontractors and specialist vendors.
  • Verify compliance with project specifications and authority requirements.
  • Arrange and facilitate inspections with consultants and authorities.

 

Documentation & Compliance

  • Compile and submit comprehensive handover documentation including:
    • As-built drawings
    • Operation & Maintenance (O&M) manuals
    • Warranty certificates
    • Asset lists and maintenance logs
  • Coordinate with authorities (DEWA, Civil Defense, ADM, etc.) to secure all required clearances and NOCs.
  • Maintain handover-related records in accordance with QA/QC procedures.

Stakeholder Coordination

  • Liaise with consultants, clients, and facility management teams to arrange walkthroughs, inspections, and acceptance sign-offs.
  • Work closely with engineering, QA/QC, and construction teams to close out any pending items.

 

Reporting

  • Provide regular updates on handover progress, risks, and delays to the Project/Handover Manager.
  • Prepare project-specific handover status reports and dashboards.

 

Qualifications, Experience, Knowledge & Skills
  • Bachelor’s degree in Mechanical, Electrical, or Civil Engineering.
  • Minimum 4 - 6 years of experience in construction or MEP project execution, with at least 2 years in a handover or testing & commissioning role in the UAE.
  • Familiarity with MEP systems, T&C procedures, and UAE authority requirements.
  • Knowledge of the UAE market and regulatory environment is highly desirable.

Proficiency in MS Office, AutoCAD, Document Control Platforms (e.g., Aconex), MS Project.
