  • Call for Proposal

Eligible organisations/individuals are invited to submit a Proposal to evaluate partner arrangements for key delivery, performance and risk mitigation processes of Choose Love’s partner programming in Syria and Lebanon. The full process for areas to be assessed and submitting proposals is detailed below. The closing date for submissions is 20th October at 5pm (UK time).

  • ABOUT CHOOSE LOVE

Choose Love a registered charity, (number 1177927), and Choose Love Inc, USA, a 501(c)(3) charitable non-profit organisation, (herein referred to as Choose Love) is a pioneering new movement providing humanitarian aid to refugees and displaced people. Choose Love does whatever it takes to provide refugees and displaced people around the world with everything from lifesaving search and rescue boats to food and legal advice. We identify the need and raise funds to close and prevent gaps in services and protections for refugees and displaced people requiring humanitarian support due to conflict, persecution and natural disasters. We elevate the voices and visibility of refugees and galvanise public support for agile community organisations providing vital support to refugees along migration routes globally. We are powered by our vision of a world that chooses love and justice every day for everyone.

I. Background

Choose Love applies formal due diligence processes to all potential funded partners, to ensure that the prospective grantee is suitable and appropriate for Choose Love to fund, and to safeguard the charity’s assets. Choose Love’s due diligence is consistent with Charity Commission guidance and is designed to increase the likelihood of a project’s success – measured in terms of successful outcomes for its proposed service recipients beneficiaries – and to reduce risk or harm to all stakeholders and to the reputation of Choose Love.

Choose Love works through a networked approach when selecting funding partners. We conduct continuous rapid needs assessments to ensure that our funding is flexible and adaptive to the changing needs.

Choose Love prioritises partnerships with Community Based Organisations (CBOs) often led by people with lived experience. A number of these partners are smaller and unregistered organisations, who we often fund through intermediary organisations, whilst others will be larger local organisations who have more established procedures and frameworks. We have therefore developed a due diligence and grant-making approach that reflects this context and is fit for purpose for all types of organisations.

Choose Love’s due diligence and grant making process has been assessed by an external firm (September 2024) and is currently undergoing an organisational external audit by a regulated auditor in line with Charity Commission requirements.

We are now seeking to commission a Third Party Monitoring assessment of a select number of partner organisations in order to provide further assurance and insights that will complement the efforts undertaken to date.

II. Context and Location

Geographic Coverage: Lebanon and Syria (exact locations to be determined but likely to include Beirut, Bekaa Valley, and Damascus or Aleppo or Idlib)

Lebanon:

Since 2019, Lebanon has been profoundly affected by political and economic instability, and traumatised by the Beirut Port Blast of 2020. Since October 7, 2023, fire exchanges between Israeli forces and Hezbollah have become a nearly daily occurrence following the start of the Israeli war in Gaza. October 1, 2024, marked the beginning of Israel’s ground invasion into Southern Lebanon, with ongoing skirmishes noted between the Israeli forces and Hezbollah in border areas. On November 27, 2024, a ceasefire deal was reached between Israel and Hezbollah; however, daily violations of the ceasefire by Israel are still occurring, regardless of the ceasefire, especially in the South of Lebanon. Israeli drones presence in Lebanese airspace, including Beirut, is causing further anxiety; it’s now a daily occurrence.

Syria:

March 2024 marked 13 years of protracted conflict, which started when the Syrian people took to the streets in protest of the Assad regime. Since the uprising, hundreds of thousands of Syrian civilians have been killed, with an estimated 12 million people displaced. Upwards of 5 million Syrian refugees have been living in neighbouring countries and around 7 million have been internally displaced inside Syria. As a result of years of conflict, over 90% of the current population of Syria lives below the poverty line and is food insecure.

On November 24 2024, an unexpected escalation in hostilities in Aleppo, Idleb, and Hama took place, with an increase in airstrikes having severe repercussions on civilians, humanitarian personnel and operations. Opposition forces started to advance into Syrian regime-controlled cities and quickly, over the course of 10 days, took control of them one by one (including Aleppo, Hama and Homs). In the early hours of the morning on Sunday, December 8, 2024, opposition forces declared Syria liberated from Bashar Al-Assad’s regime following the seizure of power of the capital city, Damascus.

On 25 February, the Syrian National Dialogue Conference on political transition was held at the presidential palace in Damascus, where Syrians agreed to form a committee to draft a constitution that enshrines justice, freedom and equality for all. On March 29, Syria’s new transitional government was unveiled, due to run Syria until the next set of elections, which could take five years to hold.

  • PARTNER PROGRAMMES SCOPE AND OBJECTIVES

Choose Love’s overall objective in the MENA region is to support all those experiencing displacement who are forced to flee their homes. We support funding to frontline and grassroots organizations focused on emergency health, shelter, food, and mental health & psychosocial support services to ensure we holistically address gaps and needs on the ground.

Lebanon:

Choose Love has a well-established presence in Lebanon, having supported partners since 2016, and is the intermediary and a donor for the Collective for Refugee Leadership in MENA (CRLM). CRLM is a group of donor organizations whose mission is to align funding with local priorities, including humanitarian aid and the promotion of human rights, with flexible and accessible grants. Our work currently consists of partnerships with 23 refugee-led organisations that support their communities all over Lebanon, specifically in the most vulnerable areas such as Bekaa, Beirut and South Lebanon. The key areas of work being supported through partners include; emergency health, shelter, food, and mental health & psychosocial support services.

Syria:

Since 2015, Choose Love has been working with organisations in Syria in order to provide vital support in the face of conflict, displacement and natural disasters. We are currently working with 19 partners within Syria, all of whom operated in North-West Syria prior to December 2024 but are now expanding their operations and services across the country following the fall of the Assad regime. The key areas of work being supported through partners in Syria include; emergency healthcare, food security, child protection, provision of non-food items, mental health and psychosocial support (MHPSS) and clean water, hygiene kits and waste removal services.

  • THIRD PARTY MONITORING OBJECTIVES

To Undertake Third Party Monitoring (TPM) On Approximately Four Existing Choose Love Partners (split Between Lebanon And Syria) And Assess The Following Areas:

  • Governance; Decision-making structures, transparency, recruitment, understanding and management of conflicts of interest, understanding and internal implementation of humanitarian principles
  • Safeguarding:
    • Arrangements by implementing partners for the safety of beneficiaries and staff from all forms of abuse, exploitation and harm .
    • How accessible and effective are partner safeguarding awareness raising, reporting and response mechanisms.
    • Safeguarding risk management approaches - how are risks assessed and managed?
  • Service Delivery: Approach to needs assessment, including community engagement and adaptation, service user identification and selection and impartial and non-discriminatory aid provision and/ or humanitarian assistance
  • Project Monitoring; partner approaches to project monitoring, post-distribution/activity follow up, management of complaints and feedback
  • Risk Management
    • Financial and Procurement Management
    • Monitoring of fraud risk and mitigation activities.
    • Security and risk management approaches; processes for identifying risks from the external environment, and monitoring systems for conflict sensitive approaches.
  • Community Feedback
    • Scrutiny of partners’ consideration of gender and inclusion - engagement with community groups and with household decision making processes; approach to conflict sensitivity.
  • Impact Assessment
  • Approaches and Systems and their effectiveness in measuring impact.
  • BUDGET AND DURATION
Budget available (inclusive of fees, travel and expenses): £20,000

Indicative Timeline (UK Time):

  • Advert Live: 22nd September - 20th October 2025
  • Tender deadline: 5pm on the 20th October 2025
  • Shortlisting: 21st - 31st October 2025
  • Vendor consultations: 3rd -6th November 2025
  • Final decision: 7th November 2025
  • Monitoring Period: 10th November - 19th December 2025
  • Project progress update via virtual presentation: 1st December
  • Final Report submission: 5th January 2026

This timeline may shift slightly depending on vendor availability and internal decision-making.

  • DELIVERY

This work does not replace Choose Love’s internal monitoring mechanisms, virtually and or through field visits, but instead will complement and support it closely. The independent third-party monitoring is to ensure quality assurance of programme delivery, documentation of any lessons to further strengthen Choose Love’s internal monitoring processes and robust tracking of results.

Data sharing agreements and processes should be in place between TPM partner and funded partner(s) including consideration of timeliness of data sharing and safeguarding of data. The partner will need to demonstrate flexibility to adapt to Choose Love and funded partner(s) needs, scope requirements, and the context.

The primary users of the TPM will be Choose Love, in close collaboration with funded partners.

  • PROPOSAL EVALUATION CRITERIA

Proposals will be scrutinised and evaluated on the following criteria:

  • Quality of proposal - 25% : Clearly demonstrates an understanding of what is required by the call for proposals and meeting the standards of Choose Love’s grant requirements? Is the proposed approach technically sound along the principals outlined. Including:
  • Evidence base and understanding of the Syrian & Lebanese context (including gender dynamics and conflict-sensitivity);
  • Methodology - Alignment of proposed interventions with partner objectives and appropriate consideration of women and girls, people living with a disability and other potentially marginalised groups, conflict and risk;
  • Clarity of plans for reporting and co-ordination and communication processes with programme partners; and
  • Ability to use innovative approaches to complete the assessment and share the findings. .
  • Expertise - 20% : Does the organisation(s) and proposed team demonstrate the necessary expertise to deliver the proposal in Syria and Lebanon, including:
  • Experience and skills of core team members to deliver the scope of work; and
  • Evidence of experience assessing smaller NGOs, CBOs, and grassroots organisations’ ways of working
  • Capacity to work in Arabic and English (spoken and written); final report requested in English
  • Flexibility - 10%: How well does the proposal demonstrate the ability to deploy quickly, and flex and respond to changing and challenging circumstances?
  • Measuring results - 15% : How well does the proposal demonstrate the approach to measuring results and monitoring progress against the key objectives?
  • Cost - 15% : How well the proposal demonstrates the:
  • Cost and rationale for the proposed budget and inputs?
  • Approach to deliver value for money
  • Compliance - 10%: How well the proposal demonstrates:
  • Evidence/assurance of the following 4 policies: Safeguarding (for the prevention of sexual exploitation and abuse), Whistleblowing, Counter-Terrorism, and Bullying & Harassment
  • Approach to risk management (including anti-corruption, fraud and safeguarding strategies)?
  • Speed -5% : How quickly is the organisation able to:
  • Mobilise to implement the required activities?
  • Leverage existing platforms?

Total weighting - 100%

  • PROPOSAL FORMAT

The proposal should not be more than 4 pages (not including annexes) using Arial font, size 12.

Proposals are expected to include, but are not limited to, the following:

  • The objective, outcomes, structure and broad reporting targets
  • An approach to delivering results that demonstrates an awareness of and sensitivity to the context, flexibility, and creativity.
  • A detailed approach and plan to deliver the specified scope of work, setting out clearly the sequence and timing of key activities and how these relate to the TPM objectives
  • A monitoring plan appropriate to the operating environment and that clearly shows how funded partners will be measured, against which metrics, and how lessons will be learned and used.
  • An awareness of risks and how these will be managed and mitigated.
  • Evidence of having successfully delivered similar programmes, and how experiences may be applied in the current context.
  • Outline the approach to ensuring value for money, in particular how costs will be managed and contained.
  • How activity will support marginalised groups, including through prevention.
  • How the TPM will embed conflict sensitivity
  • Approach to inclusive engagement with beneficiaries, including communities
  • FINANCIAL INFORMATION

Proposals should be submitted with a budget that is broken down to show indicative monthly spend against relevant proposed budget lines. The budget should outline the proportion of funds to be used on direct TPM activities and the proportion to be used for staff and administration/management costs. Information on how budgets are calculated (such as daily fee rates x number of days) should also be provided. Unless benefiting from an official exemption, partners are expected to pay local taxes and should factor this into their costs. Proposals should include travel, accommodation and subsistence costs.

  • FINANCIAL MANAGEMENT

Proposals Will Be Required To Demonstrate How They Will Adhere To Principles Of Good Governance And Financial Management. Funds Will Be Disbursed In Tranches As Follows:

  • 70 % for initial data collection
  • 30 % upon receipt of the final TPM report

The selected partner is responsible for monitoring and managing any exchange rate fluctuations across the life of the programme. Risk of fraud must be rigorously managed and, where found, Choose Love must be alerted immediately, and remedial action taken. Partners are required to repay any lost funds and rectify any defects where goods are found to be sub-standard. With the potential risks of fraud, delivery partners are required to ensure that their financial and operational delivery management activities track payments and disbursements of funds.

  • DUE DILIGENCE AND SAFEGUARDING

Choose Love will conduct a due diligence assessment of the lead persons/organisations before signing an agreement. This will also cover a review of safeguarding policies and procedures and capacity and ability to manage field work and management of associated funds.

  • APPLICATION PROCESS AND DEADLINE

Choose Love invites proposals from interested parties with understanding and awareness of operating in the humanitarian sector in Lebanon and Syria to execute this Third Party Monitoring exercise. Eligibility is limited to not-for-profit organisations or partnerships (non-government, civil society, and research organisations) to deliver this component through a Service Agreement.

If a consortium is suggested the proposal must identify a lead partner and enlist all partners in the consortium that will be involved in its implementation clearly outlining their roles and comparative advantage. The added impact and benefit of the partnership must be clearly evidenced in the proposal. Applicants can provide supplementary evidence in an annex that proves their ability to deliver in the Syrian and Lebanese context.

Proposals should be submitted electronically by email to risk@choose.love . Proposals will remain valid for a period of 6 months.

Choose Love reserves the right to reject late proposals and to amend the scope of this call for proposal (if required and before the date of proposal submission). Larger email attachments may be rejected by Choose Love’s IT system. If emails are rejected, applicants are advised to upload documents on clouds and send the link, clearly listing all the attachments in the covering email.

A committee made up of Choose Love staff will be responsible for evaluating the proposal and selection process. This committee will be led by the Director of Risk and Assurance. A Service Level Agreement will be signed with the successful applicant once Choose Love is satisfied with their response to comments and feedback on their proposal, plans and budget and once a due diligence assessment is completed.
