Responsible for defining, implementing, and overseeing the city-wide resilience strategy for Expo City Dubai Authority (ECDA) and its subsidiaries. This role ensures systemic risks are proactively identified and managed, critical operations are protected through robust continuity planning, and cross-sector initiatives are aligned under a unified resilience framework. The Head of Resilience acts as the principal architect of resilience across the organization, driving integration, collaboration, and innovation. The role requires a strategic thinker with a strong grasp of urban systems, risk governance, and the ability to navigate complexity with innovation and foresight.
The main responsibilities for this role include
:Strategic Responsibilities
:Serve as the strategic integrator for the city-wide resilience agenda, providing advisory support to departments leading related resilience initiatives. Ensure their plans, investments, and controls align with the overarching strategy and contribute to collective resilience outcomes
.Define, develop and maintain the overarching City Resilience Strategy, establishing a unified vision that embeds resilience across ECDA’s planning operations, and long-term objectives. Ensure the strategy is future-focused, actionable, and aligned with organizational values, regulatory obligations and evolving risk landscapes. Ensuring strategy is effectively covering for Expo City Dubai Authority (ECDA) and its subsidiaries, including any other company that may be established under the Authority
.Establish and implement an integrated Resilience Target Operating Model (TOM) covering the following components – governance and controls, organizational design and people, processes, data and technology and reporting
.Lead the development and institutionalization of resilience-related policies, frameworks, and procedures, ensuring they meet international best practices and are adaptable to emerging risks and operational needs
.Develop and operationalize a standardized risk assessment framework that promotes consistency in risk scoring, evaluation, and treatment planning across departments. Where applicable, convert risk insights into measurable financial or operational exposure to support data-driven decision-making, insurance optimization, and investment in resilience measures
.Define, establish and maintain the Risk Appetite and Risk Tolerance Limits taking into consideration both internal and external factors
