Context

The Construction Manager, will be responsible for the oversight and supervision of the large-scale railway project. You will ensure the client’s interests are protected, performance benchmarks are met, and the works are delivered safely, on time, and to the specified quality standards. Significant experience in rail or high-speed projects and prior involvement in the GCC are required.

Missions/Main Duties

  • Oversee and supervise construction activities by the Contractor(s) to ensure compliance with contract documents, design specifications, budgets, and schedules.
  • Represent the client in all site-related matters, providing technical, contractual, and managerial input to guide the contractor’s performance.
  • Review and approve work programs, method statements, and quality documentation submitted by contractors.
  • Monitor and report on progress, risks, and issues, raising concerns and making recommendations as needed to safeguard the client’s objectives.
  • Convene and participate in site meetings, inspections, and audits. Chair technical meetings as delegated.
  • Coordinate with stakeholders, including design consultants, client representatives, authorities, and other interface contractors.
  • Ensure rigorous application of health, safety, and environmental standards in accordance with local and international regulations.
  • Evaluate contractors’ claims, variations, and change requests, providing input for resolution or escalation as necessary.
  • Mentor and guide junior consultant staff to ensure effective supervision processes are maintained.

Profile/Skills

  • Bachelor’s degree in Civil Engineering, Construction Management, or similar (Master’s preferred).
  • Minimum 15 years’ experience in construction supervision and management of major infrastructure projects, with a strong focus on rail/high-speed rail or transportation sectors.
  • Significant experience in a supervision role on large Main Works packages of transport projects.
  • Substantial GCC experience; preference given to candidates with UAE project history.
  • Comprehensive understanding of FIDIC or similar contract management standards.
  • Strong leadership, negotiation, and reporting skills.
  • Excellent communication in English (Arabic an advantage).
  • Proven ability to work in a multicultural and multidisciplinary setting.
  • Preferably with GCC Experience
