The ideal candidate will have more than 10 years of experience, with at least 5 years in the UAE working on similar projects. This is a 6-month contract, with the potential for future reassignment to other projects, but no guarantees can be made.
Responsibilities
Quality Assurance & Quality Control (QA/QC):
Develop and Implement QA/QC Procedures: Establish and enforce quality control procedures and systems to ensure that all materials and work performed on-site meet the project’s specifications, drawings, and local regulations. Conduct Inspections and Audits: Perform regular inspections and audits of construction activities, materials, and suppliers to ensure compliance with quality standards.
Monitor construction works for adherence to design, specifications, and safety requirements.
Non-Conformance Management: Identify, document, and track non-conformance issues, ensuring corrective actions are taken. Prepare reports for management and clients, detailing any deviations from the expected quality standards.
Coordination with Stakeholders: Collaborate with engineers, contractors, and subcontractors to resolve quality issues and ensure continuous improvement in processes. Maintain effective communication with the project team to address any QA/QC concerns in a timely manner.
Documentation and Reporting: Maintain comprehensive QA/QC documentation, including inspection reports, test results, certificates, and approvals. Prepare regular quality reports for senior management and the client.
Materials Management:
Material Approval & Procurement: Oversee the approval process for all construction materials used on-site. Ensure materials meet the required standards and specifications before procurement and delivery to the site.
Material Tracking & Inventory Control: Monitor the delivery, storage, and usage of materials on-site to ensure accurate inventory management. Ensure that the correct quantity and quality of materials are available at all times to avoid project delays.
Supplier Management: Manage relationships with material suppliers and vendors, ensuring they deliver high-quality materials on time and in accordance with project requirements.
Material Testing: Coordinate testing of materials (concrete, asphalt, aggregates, etc.) to ensure compliance with project specifications. Oversee third-party testing if required.
Cost Control: Monitor material costs and wastage, providing recommendations for cost savings while ensuring that the quality of materials is maintained. Assist with budget management related to materials procurement.
Project Coordination & Management:
Collaborate with Project Managers: Work closely with project managers to ensure that the QA/QC and materials management processes align with the project timeline and budget. Provide technical guidance on quality and materials management throughout the project lifecycle.
Health & Safety Compliance: Ensure that all QA/QC activities and material handling adhere to health, safety, and environmental standards, minimizing risks and ensuring safe working conditions on-site.
Training & Mentoring: Provide guidance and training to junior QA/QC and materials management staff, fostering a culture of quality and continuous improvement on the project site.
Qualifications
Education: A Degree in Civil Engineering or a related field. Additional certifications in QA/QC (e.g., ISO 9001) or materials management (e.g., PMP, MRP) are highly desirable.
Experience: Over 10 years of professional experience in QA/QC and materials management, with at least 5 years in the UAE, specifically in underground utilities infrastructure and roads projects.
Experience in managing QA/QC processes, material procurement, and vendor coordination for large-scale infrastructure projects.
Technical Skills: In-depth knowledge of QA/QC standards, testing procedures, and materials management for infrastructure and civil engineering projects. Familiarity with international standards and local regulations for construction materials and quality management (UAE-based standards a plus).

Communication Skills: Excellent verbal and written communication skills in English (Arabic is an advantage), with the ability to interact with senior management, project teams, contractors, and clients effectively.
