The AVP - Manager of Employee Relations is responsible for leading the employee relations function and ensuring a fair, transparent, and compliant work environment in line with UAE Federal Laws and the GCGRA’s HR policies. The role supports the CHRO in promoting a positive organizational culture, resolving workplace concerns, and safeguarding employee rights while enabling business objectives.
Responsibilities
Strategic & Advisory:
Support the CHRO in developing and implementing the GCGRA’s Employee Relations strategy in line with FAHR legislation and federal government HR frameworks.
Advise senior leadership on employee relations risks, emerging trends, and solutions to enhance organizational climate and productivity.
Employee Relations:
Oversee the resolution of employee relations cases including grievances, disciplinary actions, and workplace disputes, ensuring fair and timely handling.
Provide guidance to HR Business Partners, line managers, and employees on HR policies, disciplinary procedures, and conflict management.
Serve as an escalation point for complex cases requiring senior-level intervention.
Policy & Compliance:
Ensure HR policies and procedures are consistently applied across GCGRA and are fully compliant with UAE Federal Authority for Government Human Resources (FAHR) regulations and employment laws.
Lead the review, update, and alignment of HR policies with evolving government directives and best practices.
Culture & Engagement:
Support the CHRO in fostering a culture of respect, accountability, and inclusivity aligned with GCGRA values and its strategic goals.
Partner with internal stakeholders to drive initiatives that promote employee engagement, trust, and workplace harmony.
Capability Building & Awareness:
Develop and deliver training programs for managers and HR staff on employee relations best practices, conflict resolution, and compliance requirements.
Raise awareness among employees on grievance mechanisms, disciplinary processes, and their rights and responsibilities.
Governance & Reporting:
Establish and monitor key performance indicators for employee relations and regularly report insights and recommendations to the CHRO.
Ensure accurate documentation and governance of all employee relations cases in compliance with internal audit and regulatory requirements.
Qualifications
Preferred Qualifications:
Bachelor’s degree in human resources, Business administration or a relevant field.
Master’s degree and relevant HR certifications are highly desirable.
Preferred Experience
Minimum of 12–15 years of progressive HR experience, including at least 5 years in employee relations leadership roles.
Strong knowledge of UAE Labor Law and Federal Authority for Government Human Resources (FAHR) frameworks.
Proven experience handling complex employee relations cases in a confidential and professional manner.
Previous experience in the UAE government sector or a large, regulated organization is highly desirable.
