Job Purpose


Lead the development and implementation of tourism investment strategies and incentive programs that attract, facilitate, and retain high-impact tourism-related investments. Ensure alignment with the broader tourism vision, regulatory frameworks, and economic development goals of Abu Dhabi and its regions.


Key Responsibilities


Investment and Incentives

  • Lead on the development and implementation of the tourism investment and incentives strategy, programs, and roadmaps in alignment with approved tourism objectives.

  • Oversee the development of investments prospectus to attract investors in the long-term, towards the Abu Dhabi Vision in 2030.

  • Develop roadshows to attract Investors and market Abu Dhabi as a Global Hub for Innovative and High-Value Tourism Investments.

  • Attend regional and international specialized tourism and hospitality investment conferences and events in order to develop network and market Abu Dhabi investment opportunities

  • Strategically evaluate investment prospects, working hand in hand with stakeholders to establish collaborative partnerships and capitalize on potential ventures.

  • Lead on attracting investment deals in 4 key areas being air connectivity, ground mobility, accommodation, and entertainment ensuring alignment with approved objectives.

  • Manage all offers and negotiate incentives packages (Financial incentives, nonfinancial incentives. Etc).

  • Lead on the DCT Incentive scheme (s) implementation and certification (across Al ain, Al Dhafra and Abu Dhabi) to stimulate tourism development projects, ensuring alignment with the relevant departments

  • Identify and evaluate investment trends, market opportunities, and challenges within the tourism sector.

  • Benchmark international best practices to ensure competitiveness of local incentive offerings.

  • Build and maintain strategic relationships with investors, public sector entities, banks, legal firms, and tourism operators.

  • Track and report on investment pipeline performance, incentive uptake, and sector impact metrics.

  • Prepare periodic reports and presentations for executive leadership highlighting key risks and areas of improvement.

Strategic Contribution



  • Ensure effective cascading of the functional strategy into section business plans to ensure vertical alignment and horizontal integration with other interfacing sectional strategies.


People Management



  • Manage the effective achievement of assigned objectives through the leadership of the Section by setting of individual objectives, managing performance, developing and motivating staff to maximize performance.

  • Lead the talent development initiatives for the assigned section, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.

  • Act as a role model and drive adherence to organizational values and ethics by employees of the assigned section to foster a value driven culture within the organization.


Budgeting and Financial Planning



  • Manage the preparation and recommend the section budget and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.


Policies, Systems, Processes & Procedures



  • Manage and ensure effective implementation of functional policies, procedures and controls covering all areas of assigned section activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.


Continuous Improvement



  • Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.


EHS



  • Adhere to the DCT Occupational Safety and Health policy, regulations, and laws, and provide help to the Corporate EHS in executing the OSHMS.



  • Report any incidents, near misses, occupational illnesses, unsafe practices, and conditions immediately to the concerned person and participate in the investigation of OSH incidents, as required.


Qualifications & Experience



  • Bachelor’s degree in Business Administration, Economics, Tourism Management, or a related field (Master’s preferred).

  • Minimum of 8–10 years of relevant experience in investment promotion, incentives management, or tourism development. Experience in UAE preferred.



  • Proven experience engaging with investors and sponsors, developing public-private partnerships, and driving sectoral growth.


Skills



  • Strong strategic thinking and planning capabilities.

  • Deep understanding of tourism economics and financing, investment trends, incentive frameworks, and sponsorship models.

  • Exceptional stakeholder management, negotiation skills, and contract management capabilities.

  • High-level presentation and communication abilities.



  • Fluency in English required; Arabic is an advantage.
