The Project Manager leads and delivers multiple defense projects through all phases of execution, ensuring they are completed on time, within scope, and within budget. This role carries full accountability for planning, resource allocation, milestone tracking, risk management, and financial oversight. The Project Manager will also drive cross-functional collaboration across engineering, R&D, manufacturing, commercial, and procurement teams while supporting China office operations, facilitating technical communication with Chinese-speaking stakeholders, and ensuring the successful delivery of advanced technology-driven initiatives.
Key Responsibilities:
Project Planning & Execution
Develop and design detailed project plans, defining scope, resources, estimated costs, and timelines to achieve goals and objectives.
Ensure all projects are delivered on time, within scope, and within budget.
Develop and maintain Enterprise SAP and Microsoft Project systems to support project tracking and reporting.
Utilize industry best practices, methodologies, and standards throughout project execution.
Monitoring, Reporting & Assessment
Define and establish robust assessment processes and metrics to measure outcomes and results.
Use tools and techniques (dashboards, project data, KPIs, status reports) to track and monitor project progress against performance metrics.
Adjust resources and project constraints as needed to address changes or risks.
Prepare progress updates, executive presentations, and technical briefs tailored to technical and non-technical stakeholders.
Financial & Resource Management
Develop, manage, and control project budgets, tracking expenses and identifying areas for cost reduction.
Prepare cost-benefit analyses to support financial and strategic decision-making.
Conduct financial analysis to ensure budgetary objectives are met and recommend adjustments when needed.
Implement cost-reduction strategies to streamline project operations and reduce operating costs.
Risk & Issue Management
Proactively identify and escalate project risks and issues.
Lead communication and decision-making across cross-functional teams to establish mitigation and resolution strategies.
Cross-Functional & Technical Leadership
Direct and align cross-disciplinary teams (R&D, engineering, manufacturing, commercial, and procurement) to ensure priorities, resources, and timelines are synchronized.
Serve as a liaison between internal technical teams and Chinese-speaking stakeholders, ensuring accurate translation and understanding of complex technical and scientific concepts.
Support China office operations, including supplier engagement, technical evaluations, and coordination of technology-related initiatives.
Build and manage relationships with technology partners, suppliers, and research institutes in the hard sciences sector.
Stakeholder & Customer Management
Maintain constant communication and visibility of project progress across key stakeholders.
Build and maintain strong relationships with customers, suppliers, peers, and service providers.
Collect, organize, and communicate feedback to improve customer experience, streamline processes, and enhance results.
Continuous Improvement
Evaluate and assess project results, capturing lessons learned.
Provide recommendations for continuous improvement in project management processes, tools, and stakeholder engagement.
Qualification & Experience:
Master Degree or Bachelor Degree in Engineering, Project Management or equivalent experience.
Professional certification preferred (e.g. PMI, PMP, APM).
10+ years of experience in Project Management, including at least 5 years in defense, aerospace, or advanced technology sectors with exposure to international programs or infrastructure investment sectors
Strong background in Stakeholder management and conflict resolution.
Proficiency in MS Project, SAP and cost control systems.
Experience with complex, export-controlled international projects and global supply chains
Proficiency in the English and Chinese (Mandarin) language is a must
