Context

We are seeking an experienced Project Director with a strong background in construction supervision for major rail infrastructure, specifically High-Speed Rail (HSR) projects. The successful candidate will oversee all phases of construction, ensuring that civil works and stations are delivered in accordance with design specifications, quality standards, and safety regulations.

Missions/Main Duties

  • Construction Supervision: Provide overall leadership in supervising and managing on-site construction activities for civil works and stations to ensure technical compliance, safety, and quality standards.
  • Project Leadership: Direct and coordinate the work of site managers, resident engineers, and supervision teams to ensure the construction program progresses according to approved schedules and design.
  • Quality Assurance: Oversee inspection and quality control activities, ensuring adherence to project specifications and international best practices.
  • Health & Safety: Maintain a strong safety culture on site, enforcing compliance with HSE (Health, Safety, and Environment) guidelines, risk assessments, and incident investigations.
  • Stakeholder Coordination: Facilitate communications between the client, contractors, designers, and relevant authorities for timely resolution of site issues and effective change management.
  • Progress Monitoring: Conduct regular site visits, chair progress meetings, and manage supervision teams to monitor construction progress, resource deployment, and construction methods.
  • Contract Administration: Supervise the implementation of contract requirements on site, monitor contractor performance, review claims and variations, and assist in dispute resolution.
  • Reporting: Prepare and present clear and detailed supervision reports, progress updates, and compliance documentation for executive management and stakeholders.

Profile/Skills

  • University degree in Civil Engineering (Master’s degree preferred) or related field.
  • Chartered Engineer status is an advantage.
  • Minimum 20 years experience in construction supervision or management of design and/or build phases of major rail projects.
  • Significant hands-on experience in high-speed rail construction supervision, preferably covering all civil works and stations.
  • Solid expertise in site-based supervision, construction methods, quality control procedures, and safety management.
  • Strong leadership, team management, and site coordination skills.
  • Excellent written and spoken communication with the ability to produce professional site reports and documentation.
