Context

Programme Specialist

Missions/Main Duties

  • Project Coordination: Support the planning and implementation of high-speed rail projects by assisting Project Managers in development, scheduling, and task prioritization.
  • Stakeholder Management: Liaise with clients, partners, subcontractors, authorities, and internal teams to facilitate effective project communication.
  • Documentation & Reporting: Prepare and maintain project documentation, status reports, presentations, and relevant correspondence, ensuring data integrity and accuracy.
  • Risk & Issue Management: Assist in the identification, assessment, and mitigation of project risks and issues; track progress and support in devising corrective actions.
  • Quality Assurance: Monitor compliance with technical standards, safety regulations, and contract requirements. Contribute to audits, reviews, and inspections.
  • Budget & Resource Support: Provide support in budget tracking, resource planning, and procurement activities as required.
  • Process Improvement: Recommend and implement process improvements to enhance project delivery efficiency.
  • Regulatory Compliance: Ensure adherence to UAE and international rail standards, environmental regulations, and health and safety protocols.

Profile/Skills

Education: Bachelor’s degree (or higher) in Engineering, Project Management, Transport, or related discipline.

Background

  • Minimum 15 years of progressive experience in programme/project management, preferably within rail, public transport, or infrastructure sectors. Previous involvement in high-speed rail projects is an advantage.
  • Familiarity with project management tools (e.g., MS Project, Primavera, or similar); understanding of rail systems, construction, and consultancy processes.
  • Strong analytical, organizational, and communication skills; ability to work as part of a multidisciplinary and multicultural team.
  • Proficiency in English required.
  • PMP, PRINCE2, or equivalent project management certification preferred.
