Head of Thermal Projects Generation International

Objective

The Senior Technical Bid Project Manager Head of Thermal Projects (STPM HTP) leads the technical development of large thermal power projects for Generation International. The STPM HTP will focus on greenfield gas power projects (OCGT and CCGT) and PPA - PWPA Cogeneration Thermal projects extensions.

Reporting line

The STPM TP reports to the Head of TPMs. The STPM TP may also have a few people reporting to him (to be confirmed based on final organization).

Job responsibility

  • The STPM TP leads the technical development of large thermal projects for Generation International either directly as the lead of the project technical team or indirectly as head of thermal power projects.

As specific project technical lead:

  • Contributes to project technical definition at an early development stage.
  • Manages the selection of technologies, configuration analysis, production estimates, availability, outages, and evaluation of innovative technology solutions.
  • Manages/Reviews all project related studies during bidding/development phase till hand-over to execution: pre-feasibility studies (if any), feasibility studies (if any), ESIA studies…
  • Leads the qualification, selection and management of technical consultants: Bid Technical Advisor, Owners’ Engineer, Lenders’ Technical Advisors, ESIA Consultant…
  • Leads the technical development, negotiation and documentation of the contractual agreements during development/bidding and negotiation stage: EPC, PPA, electricity connection agreement, LTPRA, LTSA, O&M Contracts etc...
  • Coordinate with projects partners technical resources and workstream.
  • Liaise with the O&M team for power extension projects.
  • Manages the technical mark up and proposed deviations (if any) of bidding documents.
  • Contributes to the technical qualification of EPC Contractors.
  • Manages the main equipment supplier’s selection with the EPC contractor.
  • Animates and manages several technical review meetings with the EPC contractor to optimize the plant design.
  • Proposes and defines technical-commercial optimizations with the contractor(s).
  • Prepares the technical related part of the project execution and operation.
  • Prepares all Construction technical and O&M related documents for the proposal/bid: EPC Term sheet and/or EPC Contract, O&M Term Sheet and/or contract, OM organization chart, including Guarantees and testing procedures, O&M philosophy...
  • Develops and manages the full O&M budget.
  • Liaises with the lenders and the Lenders Engineer for the establishment of their due diligence report prior to Financial Close.
  • Manages internal approval process (for Bid submission including Construction, Technical and O&M) until Financial Close.
  • Support the negotiations with the contractors.
  • Punctually provides support to construction and operation activities.
  • Prepares the technical hand-over for execution stage.

As head of thermal power projects for Generation International

  • Support/oversee the technical development of other projects.
  • Take part, if required, in development and investment committees.
  • Ensures experience capitalization and REX integration.
  • Manage the direct report team: workload, development , EPR… Allocate resources to projects in coordination with the head of TPM.
  • Support the global management of external technical advisors.
  • Performs Technology watch.
  • Frequent travels.

Qualification/Experience

  • Master Engineering degree, with a minimum of 20 years of experience.
  • Experience in projects technical development.
  • Experience in bid preparation.
  • Experience in thermal gas projects (OCGT, CCGT).
  • Experience in using Thermoflow software.
  • Experience in preparing and negotiating contractual documents: WPA, PPA, PWPA, EPC, EPCM, subcontractors, O&M, LTSA, LTPRA, consultants’ contracts...
  • Experienced in interfacing with BD team, legal team, finance team, construction team, operation team.
  • Advanced understanding of key commercial/finance drivers.
  • Experience within ENGIE Group is a plus.
  • Organized, rigorous, ability to step back.
  • Inter-functional, intercultural and interpersonal facilitation skills.
  • Ability to listen, lead and convince in a non-hierarchical position.
  • High negotiation capability over a large spectrum of activities maintaining a balance between assertiveness and flexibility.
  • Oral and written communication skills.
  • Languages: fluent English. Arab or French is a plus.
