Project Overview

Hedayah is engaged in capacity-building initiatives for social workers, psychologists, and prison staff working with extremist inmates. Our aim is to strengthen the knowledge, skills, and practical capabilities of these professionals in managing complex inmate cases, addressing trauma, and supporting rehabilitation and reintegration efforts.

In this context, Hedayah is developing advanced training modules to provide targeted, evidence-based interventions for staff working in high-risk environments. This includes enhancing understanding of the interplay between trauma and radicalization, developing practical techniques for trauma response, and designing tailored intervention strategies for complex inmate profiles.

SCOPE OF CONSULTANCY SERVICES

  • Support the development of training content for three specialized sessions aimed at social workers and psychologists working with extremist prisoners as follows:

Session #12 – Applied Trauma Response (90 minutes session)

  • Session #11 – Trauma & Radicalization Pathways (90-minutes session)
  • Present how trauma and PTSD can contribute to vulnerability towards extremist ideologies.
  • Analyse case examples from participant experience and anonymized scenarios.
  • Facilitate discussion linking trauma history to radicalization pathways.
  • Emphasize practical insights that participants can use in their work.
  • Develop and provide practical techniques for trauma responses (e.g., psychological first aid, grounding exercises) in prison populations.
  • Train participants in Psychological First Aid (PFA) and grounding exercises, focusing on hands-on skill development.
  • Organize role-plays and exercises for participants to practice interventions safely.
  • Highlight the distinction between supportive interventions and clinical therapy.
  • Session #13 – Complex Inmate Profiles (90 minutes session)
  • Integrate trauma-informed principles, emphasizing safety, trust, and minimizing re-traumatization.
  • Provide anonymized complex inmate cases for group analysis.
  • Guide participants in building tailored intervention strategies using:
  • Risk-Need-Responsivity (RNR): Match intervention intensity to risk, target needs, and adapt to individual responsivity factors.
  • Good Lives Model (GLM): Focus on strengths, personal goals, and building capabilities for a meaningful, pro-social life.
  • Trauma-Informed Principles: Recognize the impact of trauma, avoid re-traumatization, and emphasize safety and trust.
  • Develop detailed session plans, learning objectives, and materials for the three sessions.
  • Design interactive exercises, case studies, and role-plays relevant to the prison context.
  • Ensure all content is evidence-based, culturally appropriate, and aligned with trauma-informed principles.
  • Collaborate with Hedayah’s training team to incorporate feedback and finalize materials.
  • Optionally, support delivery of the training sessions in Iraq (if feasible and agreed).
  • All training materials should be prepared in English and/or Arabic, using the Hedayah template and branding.

DELIVERABLES

  • Develop draft training materials for Sessions 11, 12, and 13 in English and/or Arabic.
  • Facilitator guides and participant handouts.
  • Interactive exercises, role-plays, and case studies.
  • Finalized training content incorporating feedback.

TIMELINE

  • Start date: As soon as possible
  • Content development: 4 weeks, starting early September 2025.
  • Delivery (optional): To be confirmed- 2nd half of October

How to apply

Required Qualifications

  • Advanced degree in Clinical Psychology, Counselling, or a related field.
  • Proven experience in trauma-informed care, psychological first aid, and PTSD interventions.
  • Experience developing and delivering training for social workers, psychologists, or prison staff.
  • Familiarity with extremism, violent extremism, radicalization pathways, and the rehabilitation of high-risk populations is an advantage.
  • Excellent communication and facilitation skills.
  • Arabic-speaking candidates are preferred but not mandatory.

Requirements Of Submitting The Proposal

For a proposal to be considered as comprehensive and to meet Hedayah’s requirements, please submit the following:

Brief Technical Proposal Includes The Following

  • Updated CV
  • Approach and methodology for developing the training content (maximum three pages).
  • Samples of previous training materials or publications related to trauma, PTSD or countering extremism.
  • Financial quotation (in Euro): covering the services mentioned in section 3 herein and any other relevant costs and/or expenses which will include but are not limited to:
  • Taxes and charges.
  • transportation expenses (if applicable)
  • A clear separation between the content development component and the delivery component in the quotation.

Language Of Proposal

All proposal sections and any supporting documents and references should be submitted in English. Any documents in different languages should be accompanied by an attested translation to English otherwise it won’t be considered.

Full proposals should be submitted by August 29th 2025, 05:00 pm GST to: hatem.shatnawi@hedayah.ae with CC to procurement@hedayah.ae . and should include the title: “Clinical Psychologist Consultancy”. Late submissions will not be considered.

Awarding Criteria

The contract will be awarded to the most economically advantageous proposal

Bidders are responsible for all the costs incurred in preparing their proposals. Hedayah is not obliged to reimburse any relevant costs.
