Assistant Manager - Quantity Surveyor

Job Purpose

Reporting into the Commercial Manager/ Senior QS Manager you will support the Commercial/Contracts team in managing both pre-contract and post-contract activities for real estate and mixed-use development projects. The role involves preparing cost estimates, tender documents, and BOQs during the pre-contract stage, and managing contract administration, payments, claims, and final accounts during the post-contract stage, ensuring compliance with UAE laws, RICS standards, and company policies.

Key Responsibilities:

Pre-Contract:

Assist in preparation of cost plans, feasibility studies, and cash flow forecasts.

Prepare, review, and finalize Bills of Quantities (BOQ), tender documents, and preambles in line with FIDIC and UAE industry norms.

Conduct tendering process management, including prequalification, tender analysis, clarifications, and recommendations.

Provide value engineering input to optimize cost efficiency without compromising quality.

Support in drafting contract documents in coordination with legal and commercial teams.

Benchmark cost data with UAE market rates for materials, labor, and subcontract works.

Post-Contract:

Administer contracts in accordance with FIDIC and UAE Civil Code.

Evaluate and certify interim payment applications submitted by consultants and contractors.

Manage variations, claims, and EOT submissions, ensuring compliance with contractual obligations.

Support in monitoring project cost performance, budgets, and forecasts.

Assist in preparation and negotiation of final accounts.

Maintain proper documentation and ensure compliance with internal audit requirements.

Collaborate with project managers, consultants, and contractors to ensure smooth commercial operations.

Qualifications:

Minimum 8–10 years’ experience in QS roles, with at least 3 years in the UAE real estate/development sector focusing on high-rise projects.

Proven track record in handling both pre-contract and post-contract activities.

Strong knowledge of FIDIC contracts, UAE Civil Code, RERA regulations, and local authority requirements.

Proficient in cost estimation software (e.g., CCS Candy, CostX, Excel Advanced).

Experience with both pre-contract and post-contract phases for large-scale residential, commercial, or mixed-use developments.
