Senior Director - Development

Job Purpose:

Support the CDO to lead the Development department's priorities to deliver projects development in line with company's strategic plans, policies, and procedures.

Responsibilities:

• Assist CDO to deliver projects within scope, budget and time agreed upon with senior management in coordination with other functional heads and in alignment with Bloom's Corporate strategy.
• Ensure solid project governance through a set of proven Project Management tools to manage projects, monitor their progress and structure change management
• Supports CDO to direct all development activities and provide strategic leadership and tactical implementation of projects
• Assist in the development of feasibility studies, development briefs and cost reporting
• Review activities, while ensuring cost effectiveness and adherence to Bloom Properties and relevant statutory authorities' requirements and standards.
• Act as project custodian and take the lead by example in the development process by ensuring smooth coordination/ communication between various Bloom Departments on one hand and external stakeholders on the other hand.
• Drive the process of masterplan optimization to maximize value.
• Work with design function on all design development aspects carried-out by architects, ensure alignment with concept design and approved product definition
• Decide on detailed project costs based on Procurement function and Delivery team’s input.
• Decide on approved list of consultants/contractors based on Procurement function recommendation.
• Decide on project schedule, anticipate, and resolve possible roadblocks to completion of construction to ensure on time project delivery.
• Assist in developing the risk mitigation measures to ensure that the approved business plans meet profit and turnover targets
• Address key procurement contract variations arising from differences in project design or any other such variation affecting the financial performance of the development work in progress.
• Provide to CDO constant progress updates and monthly written reports on development progress, risk analysis, major issues or conflicts and anticipated roadblocks whenever appropriate.
• Establish, update, and regularly report on the consolidated Investment Performance measures including the risk register and mitigation.
  
  

• Bachelor's in economics, architecture, urban planning or engineering + master's in real estate related matter of Finance
• Minimum 15 years of experience in property development and management industry with at least 5 years in a senior level in UAE context.
