Job Purpose

The Civil Estimation Engineer will be responsible for inquiries and quantities takeoffs for all civil items.

The Civil Estimation Engineer should posses a strong understanding of civil construction methodologies, quantity take off, materials, and market rates in the field of 400kV substations new and modification works.

The person performing the role will work in collaboration with other internal stakeholders in obtaining quotations from suppliers and subcontractors.

Roles & Responsibilities

  • Prepare detailed cost estimates for civil construction projects in substations based on tender documents (Pre-tender and Technical evaluations from client and vendor respectively), BOQs, and specifications.
  • Strong background of quantity take-offs, rate analysis, and cost estimation.
  • Review drawings, specifications, and contract documents to determine project scope and requirements.
  • Collaborate with procurement and project teams to obtain competitive quotations from suppliers and subcontractors.
  • Assist in preparing bid submissions, cost comparisons, and value engineering proposals.
  • Maintain an updated database of BOQ based on approved Engineering drawings of the project, Tracking of actual and contract quantity, labor rates, and subcontractor pricing.
  • Identify potential cost-saving opportunities and alternative construction materials/methods.
  • Work closely with senior engineers and management to finalize tender pricing.
  • Highlight the Lead Engineer about areas in site quantity if it exceeds the project BOQ quantity well in advance.
  • Visit the project sites on regular intervals to assess the projects advancement alongside the comparison of the project Bill of Quantities.
  • Perform any other related tasks assigned as per the directives of the Senior Civil Engineer and the HOD (Engineering).

Qualification & Experience

Educational Qualification:

  • Bachelors degree in Civil Engineering.

Experience

  • A minimum of 6+ years of relevant experience as a Civil Estimation Engineer in the UAE substation (PT&D) construction industry in the GCC/UAE.
  • Experience in 400kV Substation projects (TAQA, DEWA, EtihadWE) or mixed-use development projects.
  • Familiar with local authority regulations and project approval processes.

Skills & Knowledge

  • Ability to interpret architectural and structural drawings, BOQs, and project specifications.
  • Profound knowledge in civil construction materials, methodologies, and market pricing.
  • Proficient in candy (CCS) software to review and verify the quantity take off by the subcontractor offer.
  • Excellent analytical, numerical, and problem-solving skills.
  • Strong communication and negotiation skills with the ability to present complex, technical information to a wide audience.
