The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Vietnam works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a full-fledged diplomatic mission and represent the European Union in dealings with the Vietnamese government in areas that are part of the EU’s remit.

We offer

The post of Project Officer (Local Agent Group I) in the Delegation’s Cooperation Section for a definite term contract of 2 years with possibility of extension. The team consists of 16 colleagues and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Cooperation Section, providing support, expertise and assistance in cooperation activities.

Policy Dialogue

The following main tasks and duties are currently required:

  • Prepare and conduct policy dialogues in the areas of responsibility and communicate EU views in exchanges with the Government of Viet Nam (GoV), EU Member States, other development partners, Non-state actors and other stakeholders.

Programme/Project Management

  • Contribute to preparing and implementing the Delegation’s Annual Management Plan (AMP);
  • Programme and project preparation, including the identification of the concepts, drafting ToRs for identification/preparation missions, follow-up and monitoring of these missions, preparation of programme and project documents;
  • Managing for results and impact through follow-up, monitoring and evaluation of programme and project implementation, including the review and approval of workplans and related documents, field missions, assessing contractual obligations and targets and activities against agreed project workplans, drafting terms of reference for mid-term review and evaluations, ensure timely and effective contract procurement.

Cross-cutting

  • Contribute to Delegation’s internal and external reporting;
  • Actively ensure EU visibility through public relations activities, including the production of information materials, receive visitors, provide information to the public as requested, newspaper articles and press releases;
  • To ensure cross-cutting issues such as gender, environment, civil society and disability are addressed and mainstreamed in EU programmes, projects and activities.

The job-holder can be asked to support other priorities of the Delegation as defined by the Ambassador for up to 20% of his/her total working time.

The base salary will depend on relevant and verified employment experience, typically starting from EUR3,063.00. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

Expected start date will be 01/11/2025.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • Relevant university degree;
  • Proven working experience of at least 5 years in similar tasks;
  • Experience with project management, including project cycle management, logical framework analysis, economic and financial analysis, policy dialogue;
  • Proficiency in English and Vietnamese, written and spoken;
  • Good knowledge of Microsoft Office applications.

Assets / selection criteria (basis for awarding points to select the best applicant)

  • Knowledge of EU policies, programmes and procedures including in relevant EU policies would be an asset;
  • Ability to communicate clearly and speak in public and at institutional level with public authorities;
  • Ability to describe projects in terms of results and impacts of activities;
  • Ability to draft briefs and concept notes in English concisely and clearly;
  • Ability to listen, to consult and share information and ideas;
  • Ability to work independently whilst having team work skills;
  • Ability to focus on priorities and to organize work to deliver on time;
  • Ability to negotiate in a multicultural and multi-lingual environment;
  • Ability to work on autonomously and to report regularly to the line manager on key issues.

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV; practical testing and interviews. At least 3 best candidates will be invited to the final interview.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
