Role Overview

We are seeking an experienced Senior Programme Manager to join our EMEA PMO team, based in Dubai, with responsibility for leading and coordinating strategic programmes across the MENA (Middle East and North Africa) region. This role will serve as the regional champion for programme excellence, driving delivery of complex, multi-disciplinary initiatives that support JLLs growth and operational objectives across MENA markets.

Key Responsibilities

Programme Leadership & Delivery

  • Lead and manage multiple large-scale, cross-functional programmes across MENA region
  • Develop comprehensive programme roadmaps, timelines, and resource allocation plans
  • Ensure programmes are delivered on time, within budget, and to required quality standards
  • Coordinate with regional country heads and local market teams to ensure programme alignment

Oracle Partnership & Representation

  • Act as Oracles representative across all programme management activities in MENA region
  • Ensure Oracles interests, standards, and requirements are maintained throughout project lifecycles
  • Provide regular reporting and updates to Oracle stakeholders on programme performance
  • Represent Oracle in client meetings, steering committees, and key stakeholder engagements
  • Ensure Oracles brand values and service excellence standards are upheld at all levels

PDS Collaboration & Project Delivery

  • Work closely with JLLs Project Development Services (PDS) teams to ensure seamless project execution
  • Monitor project budgets in collaboration with PDS teams to ensure financial targets are met
  • Implement robust project timeline management processes with PDS to guarantee on-time delivery
  • Establish clear governance frameworks between PMO and PDS for optimal project outcomes

Supply Chain Management & Oversight

  • Ensure accurate and efficient supply chain management across all MENA programmes
  • Implement supply chain governance processes and controls
  • Monitor vendor performance and ensure compliance with Oracle and JLL standards
  • Coordinate with procurement teams to optimize supply chain efficiency and cost-effectiveness
  • Maintain supply chain risk registers and mitigation strategies

Stakeholder Management

  • Build and maintain strong relationships with senior stakeholders across MENA markets
  • Facilitate programme steering committees and governance meetings
  • Provide regular programme updates and reporting to EMEA PMO leadership and Oracle stakeholders
  • Manage client expectations and communications for client-facing programmes

PMO Excellence & Process Improvement

  • Implement and maintain PMO standards, methodologies, and best practices across MENA
  • Drive continuous improvement initiatives to enhance programme delivery efficiency
  • Establish and monitor programme KPIs and success metrics aligned with Oracle requirements
  • Mentor and develop local programme management capabilities

Regional Coordination

  • Act as the primary PMO liaison for MENA region within the broader EMEA structure
  • Coordinate cross-regional programmes and initiatives
  • Ensure compliance with regional regulatory requirements and cultural considerations
  • Support business development activities through programme management expertise

Required Qualifications

Education & Certifications

  • Bachelors degree in Business, Engineering, or related field
  • PMP, PRINCE2, or equivalent programme management certification preferred
  • Advanced degree (MBA) is advantageous

Experience

  • 7+ years of programme/project management experience, preferably in professional services or real estate
  • 3+ years of experience managing programmes in MENA region
  • Proven track record of delivering complex, multi-million dollar programmes
  • Experience working in matrix organizations and managing virtual teams

Technical Skills

  • Proficiency in programme management tools (Microsoft Project, Smartsheet, Jira, etc.)
  • Advanced Excel and PowerPoint skills
  • Experience with PMO frameworks and methodologies
  • Strong analytical and problem-solving capabilities

Language & Cultural Requirements

  • Fluent English (written and verbal) - essential
  • Arabic language skills highly preferred
  • Strong understanding of MENA business culture and practices
  • Experience working across diverse cultural environments
