Position Summary
The Senior Manager, Patient Programs & HEOR for LR MEA Markets is responsible for developing, implementing, and managing patient support programs (PSPs) and health economics and outcomes research (HEOR) strategies to support business objectives within the LR MEA region. This role requires a deep understanding of patient needs, market access dynamics, and the healthcare landscape in the Middle East.
Key Responsibilities
Patient Support Programs (PSPs)
- Lead the development, implementation, and management of innovative PSPs across the LR MEA region, ensuring alignment with regional and global strategies.
- Design and execute programs focused on affordability, co-pay assistance, adherence, patient education, and testing support.
- Engage with internal and external stakeholders (healthcare providers, patient advocacy groups, etc.) to ensure successful program execution and optimal reach.
- Monitor and evaluate the effectiveness of PSPs, making data-driven adjustments to improve outcomes and maximize impact.
- Forecast, budget, and manage PSP spending, ensuring efficient resource utilization and adherence to financial guidelines.
- Identify unmet needs and gaps in the patient journey, designing targeted PSPs to address these challenges.
- Develop and maintain comprehensive program documentation, including protocols, guidelines, reports, and training materials.
- Ensure compliance with all relevant regulations, industry standards, and company policies related to PSP implementation.
- Provide training, support, and guidance to field teams on PSPs and patient engagement strategies.
Health Economics and Outcomes Research (HEOR)
- Develop Health Technology Assessment (HTA) models to demonstrate product value and optimize reimbursement potential.
- Define and implement pharmacoeconomic models, including cost-effectiveness and budget impact analyses, to support market access initiatives.
- Evaluate and adapt global HEOR reports for local use, tailoring evidence to meet the specific requirements of regional payers and decision-makers.
- Liaise with Global/Regional HEOR teams to understand and implement mid/long-term HEOR strategies.
- Conduct economic evaluations and modeling for Budget Impact Models and Cost-Effectiveness Models.
- Engage with stakeholders to increase awareness and build payer capabilities about HTA.
- Integrate local legislations in the strategies and action plans for BMS products.
- Collect and analyze outcomes research, health economics, and budget impact data, and translate it into meaningful, relevant datasets.
- Might undertake pricing analysis for BMS & competition, manage the pricing approval process, elaborates pricing declarations on behalf of BMS if requested
Governance
- Contribute to pricing and Market Access strategies to support companys business objectives.
- Manage budget and resource allocation for HEOR and market access projects, finance monitoring and APEX system oversight & governance.
Qualifications & Experience
- University education (life sciences or economics)
- At least 3 years experience in the PSPs, HEOR, collaboration with HCAs, PAGs, preferably in innovative pharma companies
- Experience in MEA Markets or at least a strong level of cultural awareness for MEA countries, ideally market experience in 1 or more of the MEA markets, experience in distributor markets
- Understanding of payers and their perspective in the key markets, as well as trends in pricing & reimbursement
- Competitive and market intelligence gathering, to identify early opportunities and threats and creates solutions to
- benefit from opportunities and to disarm threats
- A clear understanding of the companys financial goals, with a clear ability to prioritize, setting up and managing P&MA planning timelines on an international level
- Able to navigate and engage well a complex matrix organization (Partners, Finance Directors, Medical Affairs, Marketing, local Market Access leads) to represent BMS interests and increase understanding of these across teams
- Perform price monitoring and analysis, understands competitive price landscape, reference pricing system, budget impact and HTA assessments.
- Established relationships with key decision makers, legislative experience
- Experience in effectively and persuasively articulating complex issues to key decision makers
- Demonstrated ability to work across diverse cultural, social, political boundaries
Key Competencies
- Understanding the legislation applicable to reimbursement, pricing, PSP s, HEOR
- Understanding of the current healthcare system in MEA countries including market access from HCA down to the hospitals
- Understanding of Bristol-Myers Squibb products and its priority business objectives Demonstrated ability to build and maintain strong relationships with key internal and external stakeholders successfully and effectively
- Proven history of seeking out new information and learning quickly - ability to absorb new concepts, analyze data and ask insightful questions to make effective decisions-experiments
- Demonstrates a good understanding of the middle east marketplace, dynamics, and trends
- Ability to flex across different types of cultures, complexities, business situations and matrix partners
- Strong communication skills, oral and written business communication skills, negotiation, and presentation skills.
- A deep understanding of the rules of ethical business conduct.
- Readiness for business travels as required (10- 30%)
- Mastery of verbal and written communication skills
- Very good PC knowledge (Word, Excel, PowerPoint, Adobe)
- English, French, Arabic language knowledge (spoken and written)
