MAIN OBJECTIVE OF ROLE

To lead, manage and oversee flydubai’s technical training programs in compliance with CAR145, CAR M, CAR147 and CAR66 regulations ensuring all basic, type and airworthiness related trainings conducted by flydubai are in compliance with UAE GCAA regulations and flydubai standards while developing, managing, and delivering, and ensuring continuous improvement of training standards.

Key Responsibilities

  • Acts as the nominated Postholder for CAR 147 Training Manager, maintaining organizational approval in accordance with GCAA requirements.
  • Leads the strategic development and governance of all CAR 147 and CAR 66 requirements for basic training, type training, continuation training, and all other approved training activities.
  • Manages the training department’s budget and cost center, ensuring effective allocation of resources, cost control, and financial accountability in line with flydubai policies and business objectives.
  • Develops the annual training plan and ensure the appropriate allocation of resources for effective course delivery.
  • Develops, in close coordination and guidance from the Nominated Post Holder(s) of CAR145 and Continued Airworthiness (CAMO) flydubai’s airworthiness training programs, including but not limited to, Human Factors, Safety Management Systems (SMS), Fuel Tank Safety, EWIS, Continuation Training, and other technical training mandated by CAR145, CAMO, CAR SMS, CAR AIR OPS and other regulations to ensure flydubai approvals are maintained to an acceptable level.
  • Leads and manages the apprentice program under CAR 147, ensuring design, delivery, and tracking of training progress in line with CAR 66 requirements.
  • Coordinates with the Compliance Monitoring department to identify gaps arising from audits, safety reports, and regulatory updates.
  • Oversees development and continuous improvement of training materials, curricula, and practical training plans to ensure alignment with industry standards and regulatory guidance.
  • Oversees, guides and manages instructional staff, ensuring they are trained, qualified, and competent to deliver approved training programs.
  • Ensures training facilities, classrooms, workshops, and practical environments meet CAR 147 standards and provide effective support for training delivery.
  • Manages training records and systems (TMS/LMS), ensuring accuracy, traceability, and regulatory compliance.
  • Liaises with the GCAA and other competent authorities, preparing for and supporting regulatory audits, inspections, and renewals of approval.
  • Monitors and reports on training KPIs (e.g., completion rates, compliance rates, instructor performance, apprentice program outcomes) to ensure continuous improvement and alignment with flydubai’s airworthiness and safety objectives.
  • Supports strategic planning for new training capabilities, including additional CAR 147 approvals, apprentice program expansion, new technologies, and digital learning solutions.

Qualifications

  • Bachelors Degree (3+ years)
  • Bachelor’s degree in Aeronautical Engineering, Aviation Management, or related field
  • Fluent in English (other languages an advantage)
  • Minimum 10 years’ experience in an aircraft maintenance and/or training environment Experience and knowledge in managing a CAR/PART 147 Training Organization Previous experience in CAR/PART 147 organization is an advantage
  • Microsoft Office and training management tools
  • Years with qualifications: 10 - 12 years
  • Holds or held an EASA/GCAA Aircraft Maintenance License (AML) B1 and/or B2 or equivalent Training Techniques Course (Train-the-Trainer) preferred. Internal Auditor qualification (CAR 145 / CAR 147) is an advantage SMS and Human Factors Instructor certification is an advantage. Holding a flydubai fleet aircraft type training is an advantage

Isr Requirements

Reads and complies with the ISR policies of the Company and diligently reports any weakness or incidents to the respective Line Manager or the Information Security team. Completes all required ISR awareness sessions and follows associated guidelines in the day-to-day business operations.
