Senior Data Engineering Specialist - (Arabic Speakers Only)

The Senior Data Engineering Specialist is responsible for designing and managing robust data pipelines and models aligned with Dubai’s strategic data frameworks. Operating under the Data Exchange Function, the role drives the implementation of scalable, secure, and high-quality data systems that support city-wide initiatives such as the Dubai Registers Program and Dubai Pulse. The position requires advanced technical proficiency, cross-functional collaboration, and adherence to governance and regulatory mandates.

1. Designing and Architecting Data Pipelines: Design and implement scalable, resilient, and reusable data pipelines that support Dubai’s strategic data initiatives such as the Dubai Registers Program. Ensure seamless integration with enterprise platforms like Dubai Pulse and enable automated, secure, and efficient movement of data across internal and external systems

2. Data Modeling: Develop and maintain conceptual, logical, and physical data models in alignment with Dubai’s unified city data model. Ensure consistency with the Dubai Data Standards and regulatory frameworks, and support interoperability with government and private sector datasets.

3. ETL/ELT Development: Design, implement, and optimize ETL/ELT workflows to support both batch and real-time data ingestion from diverse sources. Ensure robustness, fault tolerance, and adherence to data handling and quality protocols in hybrid environments (cloud and on-premise).

4. Optimizing Data Storage and Performance: Analyze and improve data storage architecture to enhance performance, reduce latency, and support growing data volume. Leverage indexing, partitioning, caching, and other optimization strategies to ensure efficient querying and scalability.

5. Implementing Data Quality and Governance Practices: Enforce data quality rules, monitor lineage, and implement governance frameworks in compliance with the Dubai Data and Statistics Law No. 24 of 2023. Coordinate with data stewards to ensure standardized, reliable, and secure data for operational and analytical use.

6. Automation and Monitoring: Implement automated workflows for data processing, testing, and deployment. Set up real-time monitoring tools and alerting systems to proactively identify and resolve issues in data pipelines, ensuring high availability and reliability.

7. Data Security and Privacy: Ensure the implementation of data protection controls in line with policies, including role-based access, data encryption (at rest and in transit), secure APIs, and audit logging. Collaborate with the security function to assess risks and ensure compliance with data classification and protection guidelines.

8. Infrastructure Management: Oversee and maintain the data engineering infrastructure, including scheduling tools (e.g., Airflow), data repositories, CI/CD pipelines, and development environments. Coordinate with IT and DevOps teams to ensure system performance, version control, and disaster recovery readiness.
