Role Description
The ideal candidate should have proven experience managing the requirements management process for large-scale Rail and infrastructure projects, with the ability to capture, define, allocate, verify, validate, and maintain full traceability of contractual, technical, safety, operational, and stakeholder requirements throughout the project lifecycle.
The candidate should act as a key interface between the client, consultants, contractors, consortium partners, engineering teams, safety teams, testing and commissioning teams, and project leadership to ensure contractual compliance and successful fulfilment of project requirements.
Responsibilities
- Leading the development, implementation, and maintenance of the Requirements Management Plan.
- Establishing and applying processes and tools to capture, classify, allocate, verify, validate, and manage requirements throughout the project lifecycle.
- Managing the requirements database and ensuring full traceability from contract requirements to design, construction, testing, commissioning, handover, and acceptance evidence.
- Leading requirements management activities on major Rail, Metro, High-Speed Rail, or infrastructure projects.
- Coordinating with engineering, RAMS, safety, quality, testing and commissioning, O&M, and stakeholder teams to validate and close requirements.
- Ensuring requirements are clearly communicated and implemented across all relevant design, construction, systems, and project disciplines.
- Supporting verification, validation, acceptance, and compliance activities in line with contract, regulatory, safety, and customer requirements.
- Identifying and resolving requirement gaps, conflicts, dependencies, deviations, and non-compliances with project teams.
- Supporting change management, configuration management, interface management, and design baseline control processes.
- Assessing the impact of design changes, change notices, and deviations on project requirements and compliance status.
- Liaising with designers, consultants, clients, contractors, and consortium teams using tools such as DOORS, DOORS NG, ComplyPro, Polarion, Visure, JAMA, or similar platforms.
- Supporting systems assurance and RAMS teams in managing safety-tagged requirements, hazard log linkages, V&V evidence, ISA comments, and safety case evidence where applicable.
- Tracking and reporting requirements compliance KPIs, progress reports, open actions, risks, and closure status to project leadership and the client.
- Chairing or supporting requirements review meetings, compliance workshops, design reviews, interface meetings, and client progress meetings.
- Providing guidance to Requirement Engineers and project teams on requirements management procedures, tools, evidence requirements, and closure processes.
- Promoting a structured, disciplined, and auditable approach to requirements management across the programme.
Education and Experience Requirements
- Bachelor’s or masters degree in engineering, systems engineering, mechanical engineering, electrical engineering, civil engineering, or related technical field with 10–15 years of progressive infrastructure, Rail, Metro, High-Speed Rail, or transportation project experience. In lieu of bachelor’s degree, minimum 15 years of relevant work experience.
- Minimum 5 years of hands-on experience in requirements management on major Rail or infrastructure projects.
- Previous experience as Requirement Manager, Senior Requirement Engineer, Systems Engineering Manager, Interface Manager, Configuration Manager, or Systems Assurance / RAMS Manager is preferred.
- GCC project experience, particularly UAE or KSA Rail / Metro / major infrastructure projects, is an advantage.
Required Knowledge and Skills:
- Strong communication skills, with the ability to work effectively across multidisciplinary project teams.
- Proven experience managing requirements on major Rail, Metro, High-Speed Rail, or infrastructure projects.
- Hands-on experience with requirements management tools, particularly IBM DOORS, DOORS NG, ComplyPro, Polarion, Visure, JAMA, or similar platforms.
- Strong knowledge of requirement capture, allocation, traceability, verification, validation, evidence management, compliance reporting, and closure.
- Experience in interface management, configuration management, change management, and technical engineering coordination.
- Solid understanding of systems engineering principles and the V-model lifecycle.
- Good understanding of systems assurance, RAMS, safety requirements, hazard management, safety case evidence, and ISA review processes.
- Experience with standards such as EN 50126, EN 50128, EN 50129, IEC 61508, ISO/IEC/IEEE 15288, and related Rail or infrastructure standards.
- Ability to read and interpret contracts, employer requirements, specifications, design documents, interface documents, test procedures, and acceptance evidence.
- Strong analytical, reporting, stakeholder management, and problem-solving skills.
- Advanced Microsoft Office skills, especially Excel and PowerPoint.
- Experience with KPI dashboards, Power BI, DXL, Python, or database exports is an advantage.
