The Regulatory Compliance function is a Second Line of Defence (LOD) function that includes” Risk Stewards” who are independent of the commercial risk-taking activities undertaken by the Group’s businesses (also referred to as “the First LOD”). These Risk Stewards are responsible for reviewing and challenging the activities of the First LOD to ensure that, as “Risk Owners”, they effectively manage the regulatory compliance risks inherent in, or arising from, the conduct of their activities and for which they are responsible. The Regulatory Compliance function operates in accordance with HSBC Group’s Risk Management Framework (RMF).

We are currently seeking an ambitious individual to join our Regulatory Compliance team, as Regional Head of CIB (ex- Markets & Securities Services/ MSS) Regulatory Compliance, MENAT working together with colleagues to define, manage and achieve divisional targets in support of the firm’s business strategy.

This role will functionally report to the Regional Head of Regulatory Compliance, MENAT and the location for this position is HSBC Tower, Dubai, UAE.

In This Role, You Will

• Have senior accountability for implementing business-critical sets of policies and operational activities in managing and leading on Regulatory Compliance across CIB (ex-MSS) in MENAT.
• Provide effective oversight of the operational effectiveness of critical policies and systems covering Regulatory Compliance with a view to ensuring that MENAT CIB (ex-MSS) exposure to regulatory compliance and related reputational risk is managed appropriately, in a commercially sensitive, practical and cost-effective manner.
• Act as a trusted advisor and point of challenge to the MENAT CIB (ex-MSS) executive stakeholders, as a leader within the Risk and Compliance function. Strengthen the Region’s knowledge of regulatory risk and compliance management by incorporating risk and compliance considerations in all activities undertaken to protect and enable the business’ activities through a robust risk management understanding.
• Work with MENAT CIB (ex-MSS) Risk & Compliance teams to provide oversight of the risk management framework to enhance, standardise and integrate the various risk activities including the implementation of strategic projects and systems.
• Develop, monitor and communicate MENAT CIB (ex-MSS) Risk & Compliance strategy, policies and appetite in relation to Regulatory Compliance throughout the lines of business, leading strategic direction for setting industry standards for Risk and Compliance, its challenges, and opportunities to ensure that the Region satisfies the requirements of stakeholders.
• Stay at the forefront of key regulatory changes, particularly where relevant to MENAT CIB (ex-MSS), to ensure proactive communication with the business and contribute to appropriate policy and framework changes.
• Act as a point of contact for the CRCO MENAT for all Regulatory Compliance related matters concerning CIB (ex-MSS).
• Develop and maintain a strong and professional working relationship with executive and senior management of functions, including Risk, Legal and Audit, across the Region.
• Lead a high performing and diverse team, underpinned by robust succession planning and development of leadership capabilities.
• Maintain and observe all HSBC control standards and implement and observe the Group Compliance Policy, including the timely implementation of recommendations made by internal/external auditors and external regulators.
  
  

To be successful in the role, you should meet the following requirements:

• Solid understanding of Corporate and Investment Banking (CIB) products and services.
• Significant Regulatory Compliance experience as a senior manager within a global firm, in the financial services industry.
• Understanding of MENAT HSBC Regulators, familiarity with the rapidly evolving regulations and the risk to the Bank’s ability to operate and remain compliant within the relevant country.
• Exceptional leadership, communication, and influencing abilities, with a track record of engaging effectively with executives across all levels.
• Demonstrate the capability to convey the importance of risk management and policy using business-oriented language.
• Ability to develop practical, cost-effective solutions to what are often complex global issues and implement them within the organisation.
• Ability to interpret large volumes of information and / or data and provide succinct analysis for senior management.
• Ability to lead change, coordinating with other teams globally.
• Graduation degree is a MUST to secure a UAE Visa and Work Permit.
