Patient-Led Advocacy Consultant

The Cardiovascular Health (CVH) unit at Resolve to Save Lives (RTSL) provides technical assistance in developing cardiovascular disease prevention programs to help countries improve their peoples heart health. Working with our partners to improve the control of high blood pressure, reduce salt intake, and eliminate trans fats from the global food supply, the CVH team has helped save countless lives from cardiovascular disease.

Position Summary

The patient-led advocacy consultant will develop a patient-led advocacy (PLA) strategy for RTSL and co-create country PLA programs with RTSL partners to support hypertension program start-up or scale goals in two target countries. Country selection and prioritization will be informed by landscape analysis and through dialogue with partners and governments.

Duration

Maximum 90 days (to be completed by March 31, 2026).

Scope of Work and Activities

• Conduct a desk review of existing patient-led advocacy approaches in hypertension control, their design attributes, evidence from implementation in LMICs, including successes or failures, and the facilitators and barriers to success.
• Analyze the landscape of groups involved in or relevant to patient-led advocacy for CVDs/NCDs, their roles, and their relative effectiveness.
• Identify potential organizations with which RTSL can partner for patient-led advocacy in selected countries.
• Conduct co-creation meetings (virtual or in-person) with relevant stakeholders in a maximum of two countries, including RTSL country office teams or partners, to develop a country-specific patient-led advocacy program.
  
  

Contract Deliverables

The following deliverables will be allocated over the contract duration in the following order:

• A report on the current state of patient-led advocacy for hypertension, including determinants of successful efforts.
• A 2–3-page policy brief outlining the most impactful approaches to patient-led advocacy for hypertension control, augmented with country exemplars.
• A patient-led advocacy strategy for the RTSL hypertension team that considers national and regional peculiarities, including KPIs.
• A toolkit for partner engagement in patient-led advocacy, including but not limited to capacity assessment tools.
• In-country patient-led advocacy projects started in 1-2 countries.
  
  

Contract Management

The Independent Contractor will submit all deliverables to the Principal Advisor, Hypertension Control Policy, who will manage this contract and monitor progress towards deliverables.

Qualifications

Education

• A master’s degree in public health, public policy, communications, or a related field
  
  

Experience

• At least 10 years of relevant experience working in global public health, preferably in LMICs
• Experience leading civil society organization capacity building , including capacity assessments
• Proven track record of leading health-related advocacy work, leveraging or incorporating a human rights approach 
• Extensive experience in coalition building, developing a civil society engagement agenda, and resource mobilization plans
• Experience developing and implementing access to care advocacy campaigns
• Experience conducting desk reviews, landscape analyses, and partner/stakeholder mapping
