Wood is currently looking for a Lead Commissioning Engineer to join our team in Dubai, UAE to support on of our operating clients.
Contract duration would be 1 year with possible extension based on client requirements.
Responsibilities
Actively participate in all company and project safety initiatives – leadership conversation, heart cards, safety reviews, site visits
Ensure all commissioning activities adhere to all applicable site / project safety procedures and practices
Ensure a safe Permit to Work and isolation system is in place and adhered to as required (Execute only)
Supervise the safe completion of the project commissioning work-scope from Pre-FEED through to Execute as required
Supervise and support the project Commissioning Team
Review project scope
Understand project end state and value drivers
Gather all required data and information
Develop relationship with the client to gain a full understanding of the project requirements
Develop project commissioning philosophy (testing scope), strategy (how it will be delivered) and execution plan (what is required) documents
Review and approve commissioning deliverables - ensure compliance with project standards, specifications and procedures
Liaise with the engineering office to ensure that the fabrication drawings are produced in line with commissioning requirements
Audit site / project activities on a regular basis to ensure all compliance with project safety, environmental and quality requirements
Approve all system / sub-system mechanical completion, pre-commissioning and commissioning sign-off certificates / milestones as required (Execute only)
Provide commissioning input to the project plans and schedules
Monitor and report commissioning progress on a regular basis
Provide input into planning process as requested
Provide input into budget management and cost control
Provide input into audit review
HSSE Responsibilities
Provide positive leadership on HSSE issues within your area of operation and for the members of your work team for which you are responsible
Take care of your own health, security and safety whilst at work, ensure your activities do not adversely affect the health, security and safety of others or damage the environment
Promote a positive attitude in the workforce and encourage behaviors that protect both people and the environment
Co-operate with the company in all matters of health, safety, security and environmental protection and make your contribution to reducing accidents and conserving natural resources
Ensure you have been fully briefed on, and have a good understanding of, the task at hand. Always work in accordance with the instructions given and any written HSSE risk assessments / method statements
Report any conflict
Never deviate from an agreed method of working unless the supervisor or relevant manager has been notified and authorization has been obtained
Ensure that you have and use the correct access, tools, equipment and personal protective equipment for the work
Never undertake hazardous operations nor operate any items of plant or equipment unless trained and authorized to do so
Report to immediate supervisor any defects in plant or equipment or unsafe methods of work and ensure that plant, equipment and premises are left in a safe and secure state and place when unattended. Do not operate any item of plant or equipment that has become defective
Report to your immediate supervisor all potential hazards and incidents that have or could have resulted in personal injury or environmental damage
Report any work-related personal injury or disease to your immediate supervisor and ensure that an entry is made in the accident book at your place of work
If you are asked to undertake a task that you feel is unsafe or for which you feel you do not have the appropriate knowledge or training, stop the task and report to your immediate supervisor
If you see an unsafe act or condition, and it is safe to do so, intervene and stop the activity and explain the hazard
Organize work to be carried out in accordance with relevant HSSE risk assessments / method statements / work instructions / procedures
Monitor personnel under your control to ensure they comply with their individual responsibilities in HSSE matters
Give personnel under your control clear instructions about the required methods of work
Ensure that all relevant personnel are involved in HSSE risk assessments prior to any work activity commencing and, where appropriate, that method statements are available, understood and that any identified control measures are implemented
Where appropriate assess and implement any additional HSSE controls required to address the needs of new employees, young persons, non-native speaking workers, disabled persons, pregnant women etc
Monitor that risk assessments / method statements accurately reflect the HSSE hazards present and ensure that any required changes are agreed and implemented in accordance with the arrangements for control of changes to planned methods of work
Ensure appropriate arrangements are in place for two-way communication and where appropriate deliver toolbox talks to the work teams
Identify HSSE training requirements of personnel under your control and advise appropriate management
See that accidents and incidents are reported immediately to the relevant manager
Ensure that personal protective clothing and equipment is used where identified as required and is properly maintained and stored
Ensure that only authorized persons operate plant and equipment
Qualifications
QUALIFICATIONS
Degree (or equivalent) in Engineering related background an advantage
15+ years of relevant oil/gas commisisoning experience
BOSIET / OGUK Medical
IT Literate (Excel / Word / PowerPoint etc)
Company mandatory training (Induction, risk awareness etc)
Task Risk Management Trained Person
Conversant with Project Management Systems
PTW Awareness
Knowledge, Skills And Experience
Extensive knowledge of Energy and Materials related HSEQ safe working practices / procedures
Ability to demonstrate high level understanding of HSE safe working practices and procedures and their implementation
Familiar with national / international Energy and Materials industry legislation, standards and specifications
Experienced in attending multidiscipline HAZOP's / Risk assessment reviews
Demonstrable experience of implementation, management and audit Permit to Work procedure and Isolation procedures
Fully conversant with the completions and commissioning process and interface with construction and operations
Recognized Energy and Materials commissioning background
Demonstrable experience in similar role, with a proven background of delivery from PreFEED, through FEED and during Execute
Experienced in the leadership and management of commissioning personnel / team
Experienced in the development and coaching of team members
Ability to demonstrate effective and efficient management of processes and personnel
Offshore experience in similar role
Strong multidiscipline experience in Energy and Materials system commissioning, start-up and operations
Experienced in Energy and Materials systems commissioning and testing
Familiar with Energy and Materials process equipment, start-up and operation
Ability to produce system commissioning strategy documents and review / approve commissioning procedures
Able to develop / review and approve design of temporary minor utility systems and supplies
Ability to interpret project procedures, standards, specifications and drawings including PFD's / P&ID's / SLD's / C&E's etc
Experienced in planning and coordinating system commissioning activities
Conversant with completions management software and its functionality
Ability to interface and interact with Client Representatives at all levels
Ability to manage / maintain budget / schedule requirements
Conversant with HR practices / processes
Conversant with TRM / Audit process
IT literate in all major software packages (Word / Excel / PowerPoint etc)
Good organisational and scheduling skills
