STRATEGIC
- Support implementation of AG Powers Quality Management System across EtihadWE substation projects.
- Ensure all civil works comply with EtihadWE standards, approved IFC drawings, project specifications, method statements and contractual requirements.
- Establish and maintain a proactive quality culture focused on first-time-right execution.
- Support project teams in preventing defects, reducing rework and minimizing quality-related risks.
- Prepare and implement project-specific Project Quality Plans (PQP), Inspection & Test Plans (ITPs), checklists and quality procedures.
- Ensure quality requirements are clearly communicated to construction teams and subcontractors before commencement of activities.
- Monitor quality performance and ensure timely closure of NCRs, observations, punch points and consultant/client comments.
- Support internal and external quality audits and continual improvement initiatives.
OPERATIONAL
- Prepare, implement and maintain PQP, ITPs, Method Statement review comments, inspection checklists and quality records for civil works.
- Review approved construction drawings, specifications, BOQs and method statements to identify applicable quality requirements.
- Verify civil construction activities against EtihadWE requirements, approved IFC drawings, specifications and approved method statements.
- Conduct inspection of incoming civil construction materials and verify compliance with approved material submittals and relevant standards.
- Inspect reinforcement, formwork, embedded items, anchor bolts and concrete works prior to consultant/client inspection.
- Inspect excavation, shoring, dewatering, backfilling, filling and compaction activities.
- Inspect foundations for Power transformers, GIS / electrical equipment, Control and relay buildings, Auxiliary buildings, Cable sealing ends, Gantries and outdoor equipment, other substation equipment.
- Inspect construction of Cable trenches, Cable duct banks, Manholes, Drainage systems, Oil containment / transformer bunds, Equipment foundations, Roads and pavements, Boundary walls, Fencing and gates, Buildings and associated civil structures.
- Witness concrete batching, sampling, slump tests, cube tests and other required laboratory tests.
- Review concrete test reports, soil compaction reports, aggregate test reports, reinforcement certificates and other material test certificates.
- Verify soil compaction and field density testing in accordance with approved requirements.
- Ensure all Request for Inspection (RFI) activities are raised as per approved ITPs and inspection schedules.
- Coordinate inspections with EtihadWE representatives, consultants, third-party laboratories and inspection agencies.
- Ensure compliance with ITP Hold Points, Witness Points and Review Points.
- Conduct routine site surveillance and quality inspections to identify potential defects before completion.
- Raise and maintain NCRs, Site Observation Reports (SORs), Corrective Action Requests (CARs) and other quality-related records where required.
- Support root cause analysis and monitor corrective and preventive actions.
- Verify effective closure of NCRs, punch-list items, observations and consultant/client comments.
- Review subcontractor quality documents before commencement of civil activities.
- Ensure all materials incorporated into the project have approved submittals, relevant certificates and inspection records.
- Verify calibration status of measuring and testing equipment used for civil works.
- Maintain accurate quality records including, RFIs, MIRs, ITPs, Inspection reports, Concrete registers, Laboratory test reports, NCR logs, SORs, CARs, Calibration records, Audit reports.
- Review as-built drawings and supporting quality documentation for completed civil works.
- Coordinate with Construction, Engineering, Planning and Document Control teams regarding inspection requirements and quality milestones.
- Participate in weekly quality meetings, progress meetings and client/consultant coordination meetings.
- Support internal quality audits in accordance with ISO 9001 and project quality requirements.
- Support external audits and inspections conducted by EtihadWE, consultants and certification bodies.
- Provide technical guidance to Site Engineers, Foremen and subcontractors regarding civil quality requirements.
- Monitor subcontractor quality performance and recommend corrective actions where required.
- Ensure all quality documentation is completed before testing, commissioning and project handover.
- Support final snagging, de-snagging and preparation of project close-out documentation.
- Support preparation of Final Quality Dossiers / Quality Handover Packages for EtihadWE.
- Ensure lessons learned from quality issues are captured and implemented in subsequent project activities.
PEOPLE MANAGEMENT
- Provide technical quality guidance to Site Engineers, Inspectors and subcontractor teams.
- Review inspection documentation prepared by junior QA/QC personnel.
- Support training and awareness sessions on civil quality requirements.
- Promote quality ownership and first-time-right execution among construction teams.
- Coordinate inspection resources according to project priorities and construction activities.
- Ensure compliance with company quality procedures and project requirements.
PRODUCT/PROCESS IMPROVEMENT
- Recommend improvements to civil inspection procedures and quality documentation.
- Develop and maintain standardized inspection checklists for substation civil works.
- Identify recurring defects and recommend preventive actions.
- Monitor quality trends, NCR recurrence and rework.
- Support implementation of digital quality records and inspection systems.
- Promote proactive quality surveillance rather than corrective inspection alone.
- Capture lessons learned and incorporate them into future substation projects.
ELIGIBILITY CRITERIA
- Bachelors Degree in Civil Engineering from a recognized university.
- ISO 9001:2015 Internal Auditor / Lead Auditor – Preferred.
- QA/QC certification – Preferred.
- NEBOSH / IOSH – Preferred.
- UAE Driving Licence – Preferred.
- Minimum 3–5 years of relevant QA/QC experience in electrical substation projects.
- Experience in 33/11kV and/or 132/11kV substation projects is strongly preferred.
- UAE/GCC experience in substation construction is preferred.
- EtihadWE project experience is highly preferred.
- Experience in civil works for electrical substations, including foundations, buildings, cable trenches, earthworks, drainage and roads.
- Hands-on experience with PQP, ITP, RFI, MIR, NCR, SOR, CAR and quality dossiers.
- Experience coordinating inspections with clients, consultants and third-party laboratories.
- Strong understanding of concrete, reinforcement, formwork, soil compaction and material testing.
- Experience in project close-out, snagging, de-snagging and handover documentation.
PREFERRED CANDIDATE PROFILE:
The ideal candidate should be a Civil Engineer with strong hands-on QA/QC experience in electrical substation EPC projects, particularly 33/11kV and 132/11kV substations. Candidates with direct EtihadWE-approved / EtihadWE substation project experience in the UAE, strong knowledge of civil inspection requirements, and practical experience with PQP, ITP, RFI, MIR, NCR, concrete testing, foundations, cable trenches, earthworks and final quality dossiers will be strongly preferred.
