Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The Global Road Safety Partnership (GRSP) (www.grsproadsafety.org) is a hosted programme of the IFRC and is a voluntary association of governments, businesses and civil society organisations. Both the IFRC and GRSP are headquartered in Geneva, Switzerland. The GRSP has full time staff based in Geneva, Kuala Lumpur and Budapest and a cadre of globally based consultants. The aim of the GRSP’s work is to reduce death and serious injuries as a result of road crashes with a focus on low- and middle-income countries.

According To The World Health Organization, Road Traffic Injuries Claim More Than 1.19 Million Lives Each Year And Result In Approximately 50 Million Injuries. Low And Middle-income Countries Are Disproportionately Negatively Affected. Globally, Road Traffic Deaths Are The Leading Cause Of Death Among Young People Aged 5 To 29 Years And Can Cost Governments Between 3 And 5% Of GDP. Road Traffic Injuries And Deaths Represent a Manmade Humanitarian Crisis And GRSP/IFRC Are Committed To Evidence-based Interventions To Address This Global Pandemic. GRSP’s Work Includes:

  • Carrying out a variety of member and non-member funded road safety projects and research throughout the world but focused primarily in Africa, Asia and Latin America.
  • Managing a Road Safety Grants Programme that supports civil society and Red Cross/Red Crescent National Societies to strengthen legislation and policies that impact on road safety.
  • Undertaking projects in low- and middle- income countries to reduce road crash deaths and serious injuries.
  • Running road policing capacity building and training programmes in multiple cities and countries.

  • In conjunction with Johns Hopkins University International Injury Research Unit, running Global Road Safety and Road Policing Leadership programmes.


GRSP’s work is funded by members, donors and development banks, with Bloomberg Philanthropies funding the largest programme, the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS).

GRSP’s work specifically contributes to meeting the United Nations Sustainable Development Goals (SDG) 3.6 - “By 2030, halve the number of global deaths and injuries from road traffic crashes” and 11.2 – “By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons.” GRSP also contributes to meeting the broader SDG sustainability agenda.

Job Purpose

This consultancy will enhance GRSP’s capacity to deliver evidence-based road safety training programmes and will be focused on the ongoing planning and coordination of GRSP’s road safety related training programmes. The consultant will have a good understanding of contemporary global road safety issues and knowledge of what works and what does not work across each component of the ‘safe system’ approach to road safety. The consultant will also have experience in course implementation and stakeholder engagement for road safety training with a focus on the safe system approach and road user behavioural risk factors in the context of low- and middle-income countries.

Job Duties And Responsibilities

At the direction of the GRSP Senior Manager or Chief Executive Officer (CEO):

  • Co-ordinate and deliver GRSP road safety related education and training programmes that are soundly based on the safe system approach and road safety related evidence base.
  • Undertake day-to-day coordination and liaison activities with all GRSP staff, partners, speakers and course participants.
  • Act as the focal point for GRSP’s course implementation partner, John Hopkins University.
  • Lead GRSP’s part of the nomination and application process for course participants with partner organisations.
  • Maintain oversight the logistics of course delivery and providing support during course delivery.
  • Contribute to the process of agenda development and speaker recruitment.
  • Travel to locations, including to low- or middle-income countries as required to plan, coordinate or deliver programmes.


Upon commission of consultant services, specific Terms of Reference (ToR) will be provided. TORs will include specific project objectives, desired outcomes, consultancy outputs, method of delivery and time requirements.

Education

Required

  • Relevant technical training in road safety.


Preferred

  • Undergraduate degree in public health or road safety, with a focus on behavioural risk factors.


Experience

Required

  • At least 5 years’ experience working in the field of global road safety, with a preference for experience in road safety in the low- and middle-income country context.
  • Experience in delivering training programmes.
  • Experience in working with international partners to implement training programmes.
  • Experience with planning and supporting the delivery and logistics of training programmes with international participants.
  • Demonstrated experience in managing complex partnerships to facilitate programmatic outcomes.
