Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The Global Road Safety Partnership (GRSP), hosted by the International Federation of Red Cross and Red Crescent Societies (IFRC), is committed to reducing road crash deaths and serious injuries in low- and middle-income countries. According to the WHO Global Status Report on Road Safety 2023, road traffic injuries remain a major global health and development challenge, claiming approximately 1.19 million lives annually. These deaths disproportionately affect low- and middle-income countries, which account for 90% of fatalities despite having fewer vehicles and less road infrastructure.

Road traffic injuries and deaths represent a manmade humanitarian crisis and GRSP/IFRC are committed to evidence-based interventions to address this crisis.

Road traffic crashes are the leading cause of death among children and youth aged 5–29 years, and two-thirds of fatalities occur among people of working age, causing significant social and economic harm.

The Global Road Safety Partnership works in a number of low- and middle- income countries to reduce road crash deaths and serious injuries. In particular, GRSP supports policy change and implementation on the national and sub-national level through the provision of grants and technical assistance to local civil society organizations and Red Cross Red Crescent-National Societies. GRSP also builds the capacity of road police in a broad range of countries under various road safety initiatives (e.g. Bloomberg Philanthropies Initiative for Global Road Safety, World Bank-Global Road Safety Facility, United Nations Road Safety Fund, Asia Development Bank) to strengthen their ability enforce road safety policies.

Job Purpose

GRSP’s Road Policing Capacity Building Programme’s objective is to support the ongoing development of road policing agencies in selected cities to effectively and efficiently enforce road safety-related policies utilizing international good practice methods and interventions. GRSP achieves this objective through the provision of targeted technical assistance and capacity building activities, following detailed assessments.

The consultancy aims to support the Road Policing Capacity Building Program by enhancing its design, delivery, and long-term impact. It focuses on strengthening leadership and technical capabilities among senior officers and trainers, enabling them to effectively transfer knowledge and good practices. The consultant will conduct targeted training sessions and assist in embedding acquired skills into ongoing police training structures. This role involves close collaboration with local learning and development units to ensure sustainable integration of road policing improvements. The consultant will also contribute to the development, review, and refinement of training materials and manuals. Monitoring and evaluation of program activities will be a key responsibility, including collecting feedback and recommending improvements. Technical and administrative support will be provided to ensure smooth preparation and execution of training events. This includes managing logistics such as scheduling, venue arrangements, and resource preparation. Overall, the consultancy will play a vital role in ensuring the program’s effectiveness and sustainability. It will contribute to building a more professional, capable, and responsive road policing system.

Successful Candidates Should Have Experience In Applying:

  • Leadership development strategies for senior police officers and trainers,
  • Integration of technical road policing knowledge into institutional training frameworks,
  • Monitoring and evaluation tools to assess training effectiveness and impact,
  • Development and review of training materials, manuals, and operational resources,
  • Stakeholder engagement approaches to identify capacity building needs and foster collaboration.


Job Duties And Responsibilities

GRSP Consultant - Road Policing Capacity Building Expert will work directly with, and at the direction of the GRSP Road Policing Capacity Building Programme Manager-Geneva and the GRSP Senior Officers (road policing). GRSP Consultant - Road Policing Capacity Building Expert are expected to ensure that all work is delivered according to globally recognized good practice in road policing and with local road policing context and environment considered.

The key responsibilities of the GRSP Consultant - Road Policing Capacity Building Expert include:

  • Becoming familiar with the social, political, legal and economic environments of specific target communities to inform a locally relevant capacity building programme;
  • Design and deliver road policing training programs and workshops;
  • Conduct leadership-focused sessions for senior officers and trainers;
  • Support integration of new skills into police training systems;
  • Review training materials and evaluate program effectiveness;
  • Providing written feedback, suggestions, and guidance to road policing agencies;
  • Provide logistical support and engage stakeholders in capacity building;
  • Working collaboratively with GRSP partners and key stakeholders to share information and ensure maximum programme impact.


These are generic duties and responsibilities for GRSP Consultant - Road Policing Capacity Building Expert. Upon commission of consultant services, specific Terms of Reference (TOR) will be provided. TORs will include specific project objectives, desired outcomes, consultancy outputs and method of delivery.

Education

Required

  • University, Polytechnic or equivalent qualification.


Preferred

  • A degree in a relevant field such as education, law, political science, public health HR management, social sciences, or organizational development.
  • Additional training or certification in administrative support or related area.


Experience

Required

  • Experience (min. 8 years) in capacity building program preparation, personal development projects implementations or training organization.
  • Experience in reviewing training materials and evaluating program effectiveness.
  • Experience in the design, preparation, and delivery of road policing training workshops and capacity building programs.
  • Experience working in an international environment.
  • Experience in managing a diverse workload and meeting tight deadlines.


Preferred

  • Experience working within a Red Cross/Red Crescent National Society and / or Federation Secretariat.


Knowledge, Skills and Languages

Required

  • Fluently spoken and written English.
  • Familiarity with capacity building methodologies and adult learning principles is an advantage.
  • Strong strategic and analytical thinking skills.
  • Ability to work with minimum supervision.
  • Advanced skills in computer productivity applications (Microsoft Word, Excel, Power Point and Outlook).
  • Demonstrated organizational, planning, and problem-solving skills.
  • Attention to details and a high level of focus on the delivery of results and accountability.
  • Demonstrates excellent verbal and written communication skills including the ability to draft and manage correspondence.


Preferred

  • Good command of another IFRC official language (French, Spanish or Arabic).
  • Good working knowledge of IFRC administrative, contracting, and financial processes and procedures.
