INTRODUCTION TO GGGI

PURPOSE

The Climate Action Program Officer shall perform the following tasks:

  • Support the development and enhancement of MRV systems for GHG, air quality, and climate action tracking at emirate and national levels, including capacity building, inventory improvement, tool development, and technical advisory aligned with Abu Dhabi’s ETS scheme and Article 6.
  • Contribute to the design and implementation of NDC-related initiatives, including project proposals, action and finance mapping, and strategic planning aligned with UAE’s net zero goals.
  • Provide technical inputs and support for GHG inventories, including emissions tracking, air quality assessments, and integration into national and emirate-level planning processes.
  • Lead technical oversight including drafting consultant TORs, reviewing climate-related outputs, and supporting tool application and stakeholder coordination for MRV and climate action.

ENGAGEMENT

  • Develop and foster strong relationships with key government stakeholders as identified within the relevant work programs.
  • In coordination with the staff of GGGI UAE Office, the role will entail working with consultants and staff to deliver high-quality outputs.
  • Will serve as a focal point for inquiries GGGI work in the emirate of Abu Dhabi and stepping in at the national level as and when required.  
  • Work closely with relevant government counterparts and private sector partners in developing climate action related work, recognizing the importance of government buy-in and ownership in the implementation of all activities through collaboration and program integration.
  • Contribute to the formulation/revision of a multi-year work plan for the GGGI in consultation with EAD, MOCCAE and other national and sub-national stakeholders.
  • Contribute to the provision of technical advisory support to partners around issues on MRV, Abu Dhabi Cap & Trade ETS scheme in line with international best practices.
  • Maintain active flexibility through professional relations with key stakeholders to capture and integrate their changing needs and manage expectations.

DELIVERY

  • Identify project delivery issues and ensure effective coordination of project activities and resources to ensure attainment of objectives against established timeframes.
  • Support and contribute to the delivery of additional aspects of the NDC tracking in the national MRV system, including mapping mitigation and adaptation actions and finance flows.
  • Draft the terms of reference for consultants, as required; oversee the delivery of climate action-related outputs by consultants to ensure quality and timely delivery.
  • Lead the planning and execution of program activities including policy consultation and validation meetings and workshops, capacity building programs based on yearly/ biannual work programs and budget plans.
  • Develop and manage project delivery frameworks and documentation across the full project cycle, ensuring alignment with national priorities and GGGI standards.
  • Overseecountry specific data collection and analysis to inform program design and implementation.
  • Develop results reporting of program activities, facilitate internal and external communications and knowledge sharing.
  • Apply adaptive management practices by capturing lessons learned and refining delivery processes, tools, and methodologies.
  • Analyze country contexts and evolving green growth needs and priorities and integrate them into the design and implementation of country program plans and activities.
  • Collaborate closely with GGGI’s global MRV teams with GGGI’s global MRV teams to ensure technical consistency and alignment across initiatives.
  • Proactively identify and propose appropriate means to mitigate risks identified during implementation.

Requirements

QUALIFICATIONS

  • Bachelor’s degree in a relevant quantitative discipline such as environmental science, engineering, resource/development economics or any other relevant fields.
  • Minimum 6~8 years of experience with a demonstrated track record in handling greenhouse gas and/or air pollution inventory data and analysis, reporting, MRV systems development, carbon pricing and GHG emission trading schemes.
  • A minimum of 3 years of professional experience in the UAE is required. Working with international organizations is highly desirable. 
  • Technical grasp of key emitting sectors (for both greenhouse gas and air quality) relevant to UAE such as energy and industrial processes, and product use (IPPU) as well as the cross-sectoral interactions are required.
  • Experience-based grasp of IPCC technical guidelines for GHG and EMEP/EEA guidebook for air quality pollutant, and the enhanced transparency framework of the Paris Agreement is required.
  • Experience in delivering technical capacity building in specific areas of greenhouse gas and air quality pollutant inventory.
  • A proven ability to deliver end-to-end project management for climate action projects.
  • An excellent command of spoken and written English.
  • Proficiency in Arabic - both written and verbal - is considered an asset.
  • Ability and willingness to work in a flexible and agile manner and deliver according to the demands of the country program.
  • Valid residency in the UAE.

WORKING CONDITIONS

The position is an X8 grade level in GGGI’s UAE salary scale. The salary range for the position starts at USD 75,098 per annum, depending on qualifications, experience and internal equity.

GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental.
