AtkinsRéalis is seeking a proactive and experienced Stakeholder Manager to lead external stakeholder liaison activities for the UAE High-Speed Rail (HSR) Intercity Project – Phase 1. This role is responsible for managing relationships with government authorities, regulatory bodies, utility agencies, and other third-party stakeholders to ensure timely resolution of issues and alignment with project objectives.
The Stakeholder Manager will also support and guide contractors in navigating stakeholder requirements, facilitating approvals, and resolving access, permitting, and coordination challenges. The role requires close collaboration with the Planning, Construction, and Technical Delivery teams to ensure that stakeholder dependencies do not impact the timely delivery or operational readiness of the system.
Requirements
- Stakeholder Liaison & Coordination
- Act as the primary point of contact for external stakeholders including government agencies, utilities, and third-party landowners.
- Facilitate stakeholder approvals, NOCs, and access permissions required for design, construction, and commissioning activities.
- Support contractors in resolving stakeholder-related issues, ensuring alignment with regulatory processes and project timelines.
- Liaise with the client to ensure stakeholder expectations are met and escalated issues are addressed promptly.
Engagement Strategy & Communications
- Develop and deliver stakeholder engagement plans aligned with the overall project strategy.
- Conduct stakeholder mapping and maintain a stakeholder engagement register.
- Prepare communications, presentations, and briefing materials for stakeholder meetings and engagements.
- Respond to stakeholder inquiries and ensure feedback is communicated to relevant project teams.
Operational & Logistical Coordination
- Organize and facilitate stakeholder-related activities such as site visits, workshops, forums, and authority tours.
- Manage logistics including agenda preparation, minute taking, and action tracking.
- Ensure all stakeholder interactions are documented and traceable.
Internal Collaboration
- Work closely with the Planning Manager to ensure stakeholder dependencies are reflected in the master schedule and resolved in line with programme milestones.
- Collaborate with Construction and Technical Delivery teams in Abu Dhabi and Dubai to ensure stakeholder coordination supports site access, utility connections, and operational readiness.
- Coordinate with the Interface and Integration Manager to ensure stakeholder-related interfaces are tracked and resolved across Civil Works Abu Dhabi, Civil Works Dubai, and Rail Systems, Power, Depots, Rolling Stock and Track.
Documentation & Review
- Review stakeholder-related document submissions including NOCs, permits, approvals, and handover requirements.
- Prepare and review manuals, guidelines, and reports related to stakeholder and handover issues.
- Ensure stakeholder input is accurately reflected in Weekly and Monthly Progress Reports.
Handover & Closeout
- Liaise with key stakeholders and authorities to ensure a smooth handover of assets upon completion of works.
- Track and follow up on stakeholder-related actions to ensure timely resolution and compliance.
Qualifications
- Bachelor’s degree in Engineering, Urban Planning, Public Affairs, or related field (Master’s preferred).
- Minimum 15 years of experience in stakeholder management, with at least 5 years in rail or major infrastructure programmes.
- Proven experience working with UAE authorities such as RTA, ADM, DM, Trakhees, and other regulatory entities.
- Strong interpersonal, negotiation, and communication skills.
- Fluent in English; Arabic language skills are an advantage.
