The Senior HR Officer will be responsible for overseeing and managing all aspects of human resources for our construction and operations divisions, with a particular focus on large project support. This role requires a seasoned HR professional with extensive experience in the UAE labor market, construction industry specifics, and a proven track record of managing HR functions for a substantial workforce involved in complex projects. The ideal candidate will be a strategic partner, ensuring HR initiatives align with business objectives and contribute to a productive and compliant work environment.
Qualifications:
Minimum of 10 years of progressive HR experience, with at least 5 years in a senior HR role.
Demonstrable experience in the construction and/or operations industry within the UAE is mandatory.
Proven track record of managing HR for large-scale projects and a substantial workforce.
Bachelors degree in Human Resources, Business Administration, or a related field. A Masters degree or HR certification (e.g., CIPD, SHRM) is highly preferred.
In-depth knowledge of UAE labor law, immigration regulations, and best HR practices.
Strong understanding of compensation and benefits structures within the UAE construction market.
Excellent communication, interpersonal, and negotiation skills, with the ability to interact effectively with all levels of staff, including project managers, site supervisors, and laborers.
Strong analytical and problem-solving abilities, with a proactive approach to HR challenges.
Proficiency in HRIS and Microsoft Office Suite.
Ability to work effectively in a fast-paced, demanding project environment.
Fluency in English is essential; Arabic proficiency is a significant advantage.
Key Responsibilities:
Strategic HR Partnership:
Collaborate with senior management and project leads to understand business objectives and translate them into effective HR strategies and initiatives for large-scale construction and operations projects.
Provide expert HR advice and guidance on complex employee relations issues, performance management, and organizational development within a project-driven environment.
Develop and implement HR policies and procedures that comply with UAE labor laws and best practices, specifically tailored for the construction and operations sectors.
2. Talent Acquisition & Management:
Lead and manage the end-to-end recruitment process for all levels of staff within construction and operations, from project managers and engineers to skilled laborers, ensuring timely and efficient hiring for large projects.
Develop and implement effective onboarding programs for new hires, particularly for project-based roles, to ensure smooth integration and productivity.
Oversee performance management cycles, including goal setting, appraisals, and development plans, with a focus on project-specific performance metrics.
Identify training and development needs for project teams and coordinate relevant programs to enhance skills and capabilities.
3. Employee Relations & Welfare:
Manage and resolve complex employee grievances, disciplinary actions, and conflict resolution in accordance with company policy and UAE labor law, often involving diverse workforces on large project sites.
Promote a positive and safe work environment, ensuring compliance with health and safety regulations on construction sites.
Oversee employee welfare programs, benefits administration, and compensation reviews, ensuring competitiveness within the UAE construction market.
4. HR Operations & Compliance:
Ensure full compliance with all UAE labor laws, regulations, and immigration requirements, including visa processing, labor contracts, and end-of-service benefits for a large and often transient workforce.
Manage HR information systems (HRIS) to maintain accurate employee records and generate relevant HR reports for project management and senior leadership.
Oversee payroll processing in coordination with the finance department, ensuring accuracy and compliance for project-based salaries and allowances.
Conduct HR audits to ensure adherence to internal policies and external regulations
