Undertake pre and post contract cost planning at all design stages, preparation of option appraisals to support the design, prepare Bills of Quantities including specifications and full contract documents as well as certify work, in conjunction with the Project Manager and prepare the final account for agreement.
Key Responsibilities
Pre-construction responsibilities: Prepares draft cost estimation and planning, prepares cost estimations based on concept design, prepares budget estimates of projects, prepares and reviews/validates the Bill of Quantity from design, development and final drawings, working within existing cost control systems during design phase for review.
Provide support to the Construction Manager/Project Manager and Procurement Team during the tendering and contractual agreements: Managing Pre-qualification, Request for Information (RFI) from contractors, tender return evaluation and report etc.
Construction Responsibilities:
Prepare initial project cash flow document in line with Project Manager plan and reports actual cost against projected on an agreed basis.
Supporting the Project Manager with on-site certifications against work done and matched against the Bill of Quantity making all necessary contract deductions, logging all payments and all necessary follow up with Finance team to release.
Administer the contract and ensure all necessary certificates are issued in line with the Contracts to ensure that the contractor meets their obligations under the contract, which will be FIDIC (International Federation of Consulting Engineers) based.
Post-construction: Prepares all required documents with concerned departments and settles final accounts with contractors, prepares project close-out reports and contract formalities.
Reporting / Database: Compiles and maintains historical report database such as project costs, contract forms and references, analyzes project cost control reports, carries out risk assessment, reviews financial evaluation of tenders in order to have accurate records for future reference.
Perform other duties as assigned by the Direct Manager.
Qualifications
Education
Bachelor’s Degree in Quantity Surveyor
Chartered Quantity Surveyor – Royal Institution of Chartered Surveyors (RICS) (preferable)
Experience
Minimum 5 years’ work experience as Quantity Surveyor – preferable in Fit-Out business
Minimum 2 years work experience in the Middle East preferable UAE/Abu Dhabi, Experience in managing projects of various sizes from inception to completion including final accounts and contract completion.
Knowledge & Skills
English language
Proficient in MS Office
FIDIC (International Federation of Consulting Engineers) contract knowledge
Knowledge of contract procedure, methods of measurement, estimating procedures
Knowledge of market conditions – pricing, contractors’ reputation, availability and cost of labor
KPI Indicators
Manage each of the contracts within the office in the role of the Engineer and to ensure that all contracts are administered in accordance with company’s contract documents.
Co-ordinate with the Project Manager or CRM and certify all the payments on the projects, update the projected cash flows and issue certificates for payment, log and follow up the payments until released.
Use previously established template concept, schematic and detailed cost plan templates and maintain a database of historic price data to inform cost plans at all stages of the project.
Negotiate with contractors/suppliers and vendors in co-ordination with Project Managers and Procurement team to reach an agreed position to execute all company contracts based on Company’s standard contract documents and in line with company’s procurement rules.
