Job Description

Objective: Manage the development / refresh of operational plans for the Corporate Services Sector, in line with the Department of Finance’s strategy (vision, strategic objectives etc.). Define the operational objectives, initiatives, and Key Performance Indicators (KPIs) for each Department in collaboration with stakeholders. Manage the corporate performance management and reporting processes and ensure the continuous improvement to both standards and outcomes. Lead the delivery of major transformation initiatives in collaboration with the business.



Essential Duties:


Operational Planning


  • Apply Department of Finance’s approved planning guidelines to the annual operational planning process within the Sector.
  • Work with Departments to develop objectives, initiatives and KPIs to address business needs and align with Department of Finance’s overall strategy.
  • Apply appropriate challenge to proposed initiatives and KPIs based on benchmarks, historical performance, and Department of Finance’s strategic ambitions.
  • Use research, internal assessments and/or benchmarking insight to inform operational planning, identify initiatives and ensure alignment with best / leading practice.
  • Manage the engagement with stakeholders (including Department Heads) to ensure buy-in and alignment on the final operational plans.
  • Ensure timely submission, approval (by the relevant authority) and socialization of all operational plans for the Sector.
  • Maintain the integrity of all plans by introducing and managing an amendment process.
  • Ensure guidelines documentation is in place for annual planning and performance reporting processes, and related knowledge/ material is well organized and maintained.
  • Support the on-time delivery of transformation initiatives, alongside the PMO Specialist and other team members.


Transformation Management


  • Define the scope of work and the detailed plan for initiatives, including the key activities, milestones, dependencies, risks, and issues, expected benefits and outputs to be achieved.
  • Lead the delivery of major change / transformation initiatives, and /or partner with Departments to provide ‘hands on’ support, as required, to facilitate implementation and enable on time delivery, in line with the scope.


Corporate Performance Management & Reporting


  • Manage the performance management process within the Sector, in line with Corporate Transformation Guidelines.
  • Monitor the achievement of objectives, initiatives and performance targets and identify gaps /opportunities to correct or improve performance proactively.
  • Ensure any opportunities/ gaps are addressed or resolved with relevant stakeholders.
  • Establish a reporting cadence (monthly, quarterly etc.) for corporate performance reporting, and ensure timely submission from stakeholders.
  • Seek to automate the data collection / analysis process, and drive automation to the performance reporting mechanism for the Sector.
  • Prepare reports on the progress / results of the operational plans and publish for review and discussion with Senior Management.
  • Identify / recommend opportunities to refine operational plans based on performance results and benchmark/ market data.
  • Drive integration between corporate performance outcomes and individual objectives.
  • Perform other duties and responsibilities as requested by the Executive Director or management.


Qualifications: Bachelors degree or higher in the field of business administration or its equivalent in a similar specialty that is suitable to the job duties. It is preferable to obtain a specialized certificate in the field of the job.


Experience: Preferable to have 6 to 8 years of experience in a similar field/position.
