About The Role

SEGULA Technologies Middle East is looking for an experienced HSE Engineer – UAE National to support a major rail and infrastructure project in Abu Dhabi.

The HSE Engineer will be responsible for implementing and monitoring project Health, Safety and Environment requirements across construction activities, ensuring compliance with UAE regulations, project procedures, client requirements and recognized industry safety standards.

The role requires a strong site presence and the ability to work closely with construction teams, subcontractors and project stakeholders to maintain safe working conditions throughout project execution.

Key Responsibilities

• Implement and monitor project HSE plans, policies, procedures and site safety requirements.
• Conduct regular site inspections, safety audits and risk assessments.
• Monitor compliance with RAMS, Permit to Work (PTW), PPE requirements and safe systems of work.
• Identify workplace hazards and ensure timely implementation of corrective and preventive actions.
• Monitor high-risk construction activities and ensure appropriate control measures are implemented.
• Conduct toolbox talks, safety briefings and HSE awareness sessions for project personnel.
• Investigate incidents, accidents, unsafe conditions and near misses and support root-cause analysis.
• Follow up on corrective actions resulting from inspections, audits and incident investigations.
• Maintain HSE documentation, registers, inspection records and KPI reports.
• Monitor subcontractor HSE performance and ensure compliance with project requirements.
• Coordinate closely with construction, engineering and site management teams to ensure safe execution of works.
• Support emergency preparedness, drills and emergency response activities.
• Participate in project HSE meetings and provide recommendations for continuous improvement.
• Ensure compliance with applicable UAE HSE regulations, client requirements and project-specific safety standards.
  
  

Qualifications & Experience

• UAE National – mandatory.
• Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Engineering or a related discipline.
• Relevant professional HSE qualification such as NEBOSH, IOSH or equivalent is highly preferred.
• Previous experience in an HSE Engineer, Safety Engineer or similar site-based position.
• Experience within rail, metro, railway, transportation infrastructure, civil construction or major infrastructure projects is strongly preferred.
• Good understanding of risk assessments, RAMS, PTW systems, toolbox talks, incident investigation and construction safety.
• Familiarity with UAE HSE regulations and local construction safety requirements.
• Experience monitoring contractors and subcontractors on active construction sites.
• Strong communication, reporting and coordination skills.
• Ability to work effectively with multidisciplinary construction and engineering teams.
