What Youll Do
RTI is seeking the Communications Manager for the project in Philippines. The Communications Manager will be responsible for highlighting US government’s technical assistance in the energy sector. She/He will lead the development and implementation of a vigorous communications strategy to raise public awareness, build demand for local innovations, increase awareness of US leadership in digitalization, and raise motivations within local governments to achieve a higher stand of management towards a cleaner, reliable and secure energy sector. The Communications Manager will ensure that all communications and outreach materials and multi-media paraphernalia are compliant with the approved US Departement of State (DOS) Branding and Marking Plan for the project.
Essential Duties:
The Communications Manager will conduct an aggressive media outreach campaign to raise awareness of project and US Government’s technical assistance partnership with the Philippines government. She/He will draft press releases and will be responsible for news releases to radio, television, and electronic media. She/He will be responsible for developing a multi-media network that can be tapped for project events’ coverage. She/He will coordinate closely with the Cross Cutting/CLA Director and DCOP to ensure that project secures US DOS clearance before releasing to the public any media information. She/He will draft project scene setters that will be required by USAID for high level events.
The Communications Manager will lead the creative inputs leading to unique and innovative communication and outreach materials distributed by the project. She/He will be the project in the Philippines energy sector and the country’s economic development. She/He will devise interesting trainings and workshops with government counterparts, private sector, local communities, and youth as well interactive local and regional conferences. She/He will also contribute to leveraging funding from both public and private sectors. In collaboration with the Cross Cutting/CLA Director and DCOP, the Communications Manager will formulate a methodology to measure the impact of project’s communication activities using a baseline. Periodic assessments will be done to improve the impact of communication and outreach activities.
The Communications Manager will be responsible for updating and upgrading the project Branding and Communication Plan. She/He will closely coordinate with project’s IT Advisor in designing and upgrading the project website. She/He will also work with technical managers to write success stories, lessons learned, and activity reports. She/He will likewise develop other communication tools (newsletters, pamphlets, project briefs) as needed.

What Youll Need
Minimum Required Education And Experience
Bachelors Degree and 8 years of experience, Masters degree and 6 years of experience, PhD and 1 years of experience, or equivalent combination of education and experience in Knowledge Management, Development Communications, Development Studies, Statistics, Journalism & other related fields.
5 years of experience working on energy sector programs.
Demonstrated technical capability on the gathering, organization, analysis, and presentation of data with knowledge of results-based performance tracking and management, with proven capability on technical writing.
At least 5 years of experience in a specialist leadership role; with strong cross-functional / cross-discipline coordination capability.
Experience with US Government or other major donors preferred
