Purpose: This position is primarily responsible for providing finance partnering in securing and ensuring fuel supply, engaging in negotiations with key vendors for existing power projects, and managing contract oversight. The ideal candidate will oversee the financial side of fuel supply management for various types of fuels in compliance with regulatory directives. The role involves analyzing and preparing detailed financial models for high-budget projects, providing risk analysis and economic viability reports to leadership, and ensuring comprehensive financial risk coverage in long-term contracts. Success in this role requires effective communication with diverse stakeholders, robust contract management, and the ability to deliver data-based insights to inform organizational strategy and ensure fuel supply continuity.

Areas of Responsibilities:

• Manage existing Fuel Supply Agreements (FSAs) with PSO & BYCO, including amendments, extensions, and negotiations.
• Oversee existing Gas Supply Agreements (GSAs) with PLL and ensure compliance from a financial perspective, covering payments, take-or-pay implications, and performance bonds.
• Lead the RLNG Tranche B procurement process, ensuring long-term supply post-PLL GSA expiration.
• Act as the business finance focal point for FO, HSDO, NG, and RLNG procurement, ensuring contract compliance with NEPRA.
• Coordinate end-to-end projects related to Fuel Supply Management, liaising and presenting to leadership for approvals.
• Ensure timely and compliant payments to vendors according to contract terms.
• Develop and evaluate financial models for fuel-related projects, providing sensitivity analysis and decision support.
• Engage in data collection and evaluation for project NPV, IRR, MIRR, and payback analyses.
• Supervise budget preparation activities and liaise with departments to ensure realistic and strategic budget development.
• Review and analyze budget submissions for management approval, upload budgets to user departments, and ensure cost savings.
• Monitor compliance with financial mandates and SOPs to ensure accurate project feasibility reviews.
• Negotiate with bidders on commercial terms for major procurements and settle commercial issues with vendors.
• Develop and implement business improvement policies, goals, and procedures related to financial management and budgeting.
• Supervise the preparation and presentation of financial MIS, and ensure timely, accurate cost recordings for regulatory compliance.

Knowledge:

• Possesses deep understanding of financial management principles related to fuel supply contracting and budget control.
• Has comprehensive knowledge of regulatory compliance requirements for fuel supply agreements, including NEPRA directives.
• Understands advanced financial modeling techniques to evaluate project viability and ROI, including NPV, IRR, and payback assessments.
• Familiarity with SAP and other enterprise resource planning systems for budget management and reporting.
• Knowledgeable about energy sector market trends influencing fuel pricing and supply chain dynamics.

Education:

• Professional qualification (e.g., CA, CFA)

Experience:

• 4 to 7 years of post-qualification experience in finance, with at least 3 years in the energy sector focusing on contract management, fuel supply, and financial modeling.
