As a Senior Manager - Energy Advisory, you will build and lead WSP’s Energy Advisory business in the Middle East, expanding our established strengths in project execution, technical advisory, Owner’s Engineer and Lender’s Engineer services into higher-value strategic advisory work. The role will focus on policy, planning, market and regulatory advisory, energy transition strategy, power sector reform, investment planning, and strategic support to governments, utilities, developers, investors and lenders. You will combine deep sector knowledge with strong commercial leadership to position WSP as a trusted advisor for clients shaping reliable, resilient and low-carbon energy systems across the region.
Responsibilities
Develop and lead WSP’s Energy Advisory offering in the Middle East, building on the region’s established position in technical advisory, project procurement, Owner’s Engineer and Lender’s Engineer services.
Define the regional Energy Advisory growth strategy, including priority markets, target clients, service lines, go-to-market approach, partnerships and revenue opportunities.
Strategy & Planning to prioritize initiatives and capital investment strategy across enterprise.
Lead advisory assignments covering energy policy, sector planning, power market reform, regulatory frameworks, tariff strategy, procurement strategy, and institutional or governance models.
Regulatory, Policy, and Markets to Justify investments, secure funding, and structure rates.
Advise governments, utilities, regulators, developers, investors and lenders on energy transition, decarbonization pathways, renewable energy integration, energy security and long-term system resilience,
Grid modernization to move utilities from functional improvement to platform-enabled grid reliability and efficiency.
Utilities Operations to adapt operations to the most pressing challenges and concerns for utilities and customers.
Translate regional policy objectives, national energy strategies and client ambitions into practical implementation roadmaps, investment plans and commercially viable programs.
Develop and maintain senior relationships with ministries, regulators, utilities, developers, financial institutions and other key stakeholders to position WSP for strategic advisory opportunities.
Lead business development activities, including opportunity identification, client engagement, proposal strategy, bid leadership, commercial positioning and conversion of advisory opportunities.
Collaborate with WSP’s regional and global energy, advisory, sustainability, infrastructure, economics and digital teams to bring integrated technical, commercial, regulatory and strategic capability to clients.
Provide thought leadership on Middle East energy sector trends, policy developments, market reform, investment drivers and emerging technologies to strengthen WSP’s market profile.
Build, mentor and manage a regional energy advisory team, ensuring high-quality delivery, knowledge transfer, commercial discipline and alignment with WSP’s broader advisory growth ambitions.
Qualifications
Bachelor’s degree in Engineering, Energy, Economics, Public Policy, Finance, Environmental Science or a related discipline. A Master’s degree, MBA or relevant postgraduate qualification is preferred.
Minimum of 15–20 years of experience in the energy, power, water, infrastructure or management consulting sectors, with a strong track record in strategic advisory and business development.
Proven experience advising governments, utilities, regulators, developers, investors or lenders on energy policy, sector planning, procurement strategy, regulatory reform, market design, energy transition or infrastructure investment.
Strong regional network and understanding of Middle East energy sector dynamics, including national energy strategies, renewable energy targets, IPP/IWP procurement models, grid development and decarbonization priorities.
Experience building advisory teams, leading senior client relationships, winning consulting assignments and delivering high-quality strategic advisory outputs in a professional services environment.
