Job Description
We are seeking an experienced Procurement Engineer with a strong background in EPC and construction projects. The role requires solid knowledge of subcontracting, contracts, technical purchasing, installation activities, commissioning requirements and project-based procurement.
The Senior Procurement Engineer will execute and support the project procurement and supply chain strategy in accordance with operational and project requirements. The position will contribute directly to procurement performance, cost optimization, contractual compliance and supplier management.
The role involves close coordination with service providers, subcontractors, suppliers, operations teams, project stakeholders, procurement officers, expeditors and logistics teams.
Main Responsibilities
- Manage the end-to-end procurement of goods, materials, equipment and services required for project, construction, commissioning and operational activities.
- Source a wide range of goods, including consumables, chemicals, spare parts, PPE, machinery, tools, construction materials and technical equipment.
- Procure services such as manpower supply, annual maintenance contracts, plant and equipment rental, subcontracted works and other indirect categories.
- Manage procurement activities related to EPC contracts, construction packages, installation works and commissioning requirements.
- Supervise Procurement Officers and oversee their day-to-day procurement activities.
- Monitor procurement performance and prepare periodic reports on agreed KPIs.
- Review, clarify and improve purchase requisitions and RFQ packages received from operations, engineering and project teams.
- Identify and prequalify competent suppliers and subcontractors through the approved vendor evaluation process.
- Prepare and issue Requests for Information, Requests for Quotation and tender documentation with the appropriate commercial and contractual terms.
- Analyse technical and commercial proposals and prepare Commercial Bid Evaluations and recommendation reports.
- Lead commercial negotiations covering pricing, contractual terms, payment conditions, delivery schedules, warranties, liabilities and associated risks.
- Prepare, review and issue purchase orders, service orders, subcontracts and supply agreements.
- Coordinate with legal, commercial, engineering and project teams during contract preparation and award.
- Lead procurement kick-off meetings and maintain effective communication with suppliers, subcontractors and internal stakeholders.
- Monitor supplier performance, delivery schedules and contractual commitments in coordination with expediting and logistics teams.
- Prepare procurement dashboards, management reports and other relevant MIS reports.
- Maintain and develop the approved vendor database in accordance with internal procedures.
- Support supplier performance evaluations, vendor development and corrective action plans.
- Identify commercial, contractual and supply chain risks and implement appropriate mitigation measures.
- Ensure all procurement activities comply with company policies, delegated authority limits and applicable procedures.
- Contribute to procurement process improvements and the implementation of lessons learned.
- Maintain high standards of professional integrity, ethical conduct and transparency when dealing with all stakeholders.
- Comply with all applicable HSE, ethics, compliance and internal reporting requirements.
Qualifications
- Bachelor’s degree in Engineering, Supply Chain Management, Procurement or a related technical discipline.
- A professional procurement or supply chain certification would be an advantage.
Experience and Skills
- Minimum 8 to 10 years of procurement experience, preferably within EPC, construction, commissioning, operations and maintenance projects.
- Proven procurement experience in at least one of the following sectors: waste-to-energy, power, water, wastewater, oil and gas, industrial plants, infrastructure or construction.
- Strong understanding of EPC contracts, construction subcontracts, service agreements, purchase orders and technical procurement processes.
- Demonstrated experience sourcing materials, equipment, subcontracted works and technical services for large-scale projects or industrial facilities.
- Previous experience with multinational EPC contractors, engineering consultancies, utilities or industrial operators is strongly preferred.
- Strong commercial acumen with proven negotiation and cost-optimization capabilities.
- Ability to review technical procurement requirements and coordinate effectively with engineering, operations and project teams.
- Good knowledge of contractual terms, supplier liabilities, warranties, payment terms, delivery conditions and procurement-related risks.
- Experience supervising or mentoring procurement team members.
- Strong stakeholder-management, communication and reporting skills.
- Ability to work effectively within multicultural and multidisciplinary teams.
- High level of integrity and commitment to ethical business practices.
- Proficiency in procurement systems, ERP platforms and Microsoft Office applications.
- Fluency in English is required.
