Job Description

We are seeking a dynamic Business Development Manager to drive strategic growth for the Sharjah Training Centre for Airports Science (STCAS). Reporting to the Head of Training Centre and supported by the wider UAE Business Team and core support functions, this role will lead business expansion across the UAE and international markets with a strong focus on aviation training. The position will champion a diverse portfolio of offerings, including Air Traffic Controller training, Aviation Security, ATSEP, Aviation English, Airport Operations, and broader aviation sciences, as well as specialist and advisory services across CNS, safety, emergency response, defence, and mobility. The successful candidate will play a pivotal role in market analysis, partnership development, and the creation of tailored training solutions aligned with national priorities and stakeholder needs. This role is key to developing a robust business pipeline, shaping new opportunities, and positioning STCAS as a trusted, high‑quality training provider in the aviation sector.


Key Accountabilities

  • Identify and develop new business opportunities for training programmes and training centre services.
  • Build and manage relationships with aviation organisations, including civil aviation authorities, regulated entities such as ANS providers, airports, airlines, relevant aviation establishments, corporate clients, and training partners.
  • Design and implement sales and marketing strategies for aviation training products.
  • Conduct market research to identify emerging training needs and industry trends.
  • Prepare proposals, bids, and commercial offers in coordination with finance, bid management, training, and operations teams.
  • Negotiate contracts, pricing, and partnership agreements in conjunction with the business team.
  • Collaborate with training managers to ensure training solutions are aligned with client requirements.
  • Monitor performance metrics, revenue targets, and client satisfaction.
  • Develop and maintain relationships and partnerships within the aviation market to support the training centre’s growth ambitions.
  • Work with Business Units to lead the shaping and design of new market-facing value propositions.
  • Support the training centre in developing new products and service offerings, as well as enhancing existing products.
  • Create, lead, and implement a structured client engagement programme that provides a clear operating framework for the sales team.


Specific Requirements

  • Bachelor’s degree in Aviation Management, Business Administration, or a related field.
  • Minimum of 10 years’ experience in training and/or business development.
  • Strong knowledge of the UAE and international aviation training markets to support growth ambitions.
  • Proven experience as a Subject Matter Expert (SME) in aviation training, preferably within the ATM sector.
  • Arabic speaker preferred.
  • Holds or has previously held an Air Traffic Controller licence with OJTI/STDI endorsements, and has experience delivering training for various endorsements.
  • Experience in bidding, business development, and commercial activities, including working on large and complex business opportunities or related business functions.
  • Certified Lean Six Sigma Yellow / Green / Black Belt preferred.
