Job Description

Role Purpose

The HSE Officer is responsible for implementing and monitoring health, safety, and environmental policies on MEP construction projects to ensure compliance with UAE laws, client requirements, and company HSE standards. The role focuses on hazard identification, risk mitigation, site inspections, training, and promoting a strong safety culture across all project activities.

Key Accountabilities

Health & Safety Compliance

  • Ensure compliance with UAE HSE regulations, local authority requirements, and client HSE standards.
  • Implement and enforce company HSE policies, procedures, and site-specific HSE plans.
  • Monitor compliance with approved method statements, risk assessments, and permit-to-work systems.
  • Coordinate with site operation team to address HSE non-compliances and improvement actions.

Site Monitoring & Inspections

  • Conduct daily site safety inspections covering MEP activities (electrical, HVAC, plumbing, fire fighting).
  • Identify unsafe acts and conditions and ensure immediate corrective actions.
  • Issue safety observations, NCRs, and stop-work notices when required.
  • Monitor use of PPE and safe work practices.
  • Ensure safe housekeeping and access/egress throughout the site.

Risk Assessment & Control

  • Participate in preparation and review of Risk Assessments, Method Statements (RAMS), and Job Safety Analysis (JSA).
  • Ensure high-risk activities (work at height, hot works, lifting operations, confined spaces) are properly controlled.
  • Monitor subcontractor compliance with HSE requirements.

Training & Awareness

  • Conduct site safety inductions, toolbox talks, and HSE training sessions.
  • Promote safety awareness and behavior-based safety programs among site staff and workers.
  • Maintain training and induction records.

Incident Management & Reporting

  • Report, investigate, and analyze accidents, incidents, and near misses.
  • Prepare incident reports and recommend corrective and preventive actions.
  • Follow up on implementation and effectiveness of corrective actions.
  • Coordinate with management, consultants, and authorities during investigations when required.

Environmental Management

  • Monitor environmental aspects such as waste management, spill control, noise, and dust control.
  • Ensure compliance with environmental regulations and project environmental management plans.
  • Promote environmentally responsible practices on site.

Documentation & Audits

  • Maintain HSE records, registers, and reports.
  • Assist in internal and external HSE audits conducted by clients, consultants, or authorities.
  • Prepare and submit daily, weekly, and monthly HSE reports to HSE Manager.

Qualifications, Experience, Knowledge & Skills

  • Bachelor’s degree or Diploma in Engineering, Safety, or related field.
  • NEBOSH IGC or equivalent HSE certification (mandatory).
  • Minimum 2–5 years of experience as an HSE Officer in MEP or construction projects in the UAE.
  • Strong knowledge of UAE safety regulations and MEP construction activities.
