HSE Manager

Stevin Rock LLC is seeking an exceptional Health, Safety & Environment (HSE) Manager to lead safety performance across two of the region's most significant quarrying operations and a portfolio of strategically important capital projects.

This role has responsibility for a high-volume 20 million tonnes per annum Dolomite Quarry, an 8 million tonnes per annum Gabbro operation, and multiple brownfield and greenfield projects. It represents a unique opportunity for an experienced HSE leader to drive a world-class safety culture within one of the world's leading quarrying and mining companies.

The Role

Reporting into senior operational leadership, you will provide visible and proactive HSE leadership across operational and project environments, ensuring the highest standards of health, safety, environmental compliance, and risk management.

You will lead a team of HSE professionals and work closely with Operations, Engineering, Maintenance, Contractors and Project Teams to ensure safe and efficient delivery of production and project objectives.

Key Responsibilities

• Lead the HSE function across large-scale quarrying and mining operations, ensuring compliance with all company, legal, and regulatory requirements.
• Champion a proactive safety culture that drives engagement, accountability and continuous improvement at all levels of the organisation.
• Develop and implement HSE strategies, programmes, campaigns and initiatives that improve safety performance and operational excellence.
• Provide HSE leadership and support for major capital projects, including construction, infrastructure upgrades, crusher installations and operational expansions.
• Oversee risk assessments, safe systems of work, emergency preparedness, contractor management and critical risk controls.
• Lead incident investigations, ensuring robust root cause analysis, corrective actions and effective sharing of lessons learned.
• Monitor and report HSE performance metrics, identifying trends and implementing improvement plans.
• Manage internal and external audits, regulatory inspections and certification requirements.
• Coach, mentor and develop the HSE team to build capability and strengthen safety leadership across the business.
• Act as the senior subject matter expert on all HSE matters for operational and project stakeholders.
  
  

Candidate Profile

• NEBOSH Diploma (or equivalent advanced HSE qualification) highly desirable.
• Significant HSE management experience within mining, quarrying, heavy industry, construction, oil & gas or similarly high-risk environments.
• Proven experience managing HSE performance across large operational sites and major capital projects.
• Strong understanding of international HSE standards, ISO management systems and regulatory compliance requirements.
• Demonstrated leadership experience managing and developing HSE teams.
• Strong investigation, auditing, risk management and stakeholder engagement capabilities.
• Excellent communication skills with the ability to influence operational and project teams at all levels.
• UAE driving licence preferred.
