Job Purpose
The Assistant Manager – Aviation Safety supports the development, implementation, and continuous improvement of Ras Al Khaimah International Airports Safety Management System (SMS). The role involves monitoring compliance with regulatory requirements, promoting a strong safety culture, analysing safety data, and supporting operational departments in maintaining the highest levels of safety performance.

Be aware of department budgetary needs and efficient resource management to achieve departmental budgetary objectives.
Process
Safety Management System (SMS):
- Assist in the implementation, monitoring, and continuous improvement of the SMS in line with ICAO Annex 19 and local regulatory requirements.
- Conduct safety risk assessments and hazard identification processes across operations.
- Support the development and review of safety policies, procedures, and manuals.
Safety Oversight & Monitoring:
- Monitor operational activities for compliance with national and international aviation safety standards.
- Participate in safety inspections, audits, and investigations, and follow up on corrective actions.
- Ensure proper documentation and tracking of safety reports in the reporting system.
Data Analysis & Reporting:
- Analyse Safety Data and Safety Performance Indicators (SPIs) and set Safety Performance Targets (SPTs) to identify trends and recommend preventive measures.
- Prepare regular safety performance reports for senior management and regulatory bodies.
Training & Promotion:
- Promote safety awareness and a positive safety culture throughout the organization.
- Assist in the development and delivery of safety training programs and briefings.
- Provide guidance to employees on hazard identification, reporting, and safety practices.
Incident & Accident Investigation:
- Support investigations of safety incidents and accidents in accordance with GCAA requirements.
- Collect evidence, prepare reports, and recommend preventive and corrective measures.
Regulatory & Stakeholder Liaison:
- Coordinate with GCAA on safety matters.
- Support audits and inspections conducted by external authorities or third parties.
- Liaise with operational & Ground Handling departments, Airlines, and ANSP, to address safety concerns.

Qualifications
Qualifications, Experience, & Skills
Educational Qualifications
Bachelors degree preferably in Aviation, Aerospace Engineering, Safety Management, or related discipline.
- Fluent in the English language (both spoken and written).
Excellent written and verbal communication skills in English
Minimum 3 years of experience in Safety Management System in an International Airport
Professional Qualifications
The job holder should have a working knowledge of Safety Management System and best practice including some or all of the following:
ICAO & GCAA Regulations [having knowledge of GCAA CARs, will be an added advantage.
Ground handling safety, ACI and IATA
Aerodrome and Terminal Safety and Operations
Construction/ contractor Safety Management
Must be able to demonstrate a practical understanding of core SMS pillars.
Knowledge of various engineering or scientific disciplines (e.g., facility maintenance, construction, and maintenance etc).
Experience
Required Experience
Candidate should have at least 03 years Airport experience, with applied knowledge in the areas of Safety Management Systems, Compliance auditing, Occupational health & Safety, Fire Safety, Aerodrome Safety, Occupational Safety and Environment. The jobholder should have a very good command of English as well as, good leadership skills and inter-personal skills. Should be self-motivated and should be able to work under pressure.
Safety Management System Course
Proven experience in the Aviation environment
Proven knowledge of Aviation Legislation and ICAO Docs & Annexes

All staff has the following safety responsibilities and is accountable to their supervisor(s) and Head of Department:
- To comply with the relevant safety requirements and procedures outlined in the Aerodrome Operations Manual and Safety Management System and any other instructions or notices issued by Ras Al Khaimah International Airport.
- To comply with the safety requirements detailed within their training.
- To advise their Head of Department and the Airport Duty Officer team of any safety occurrence or system failure and to identify and report any situation of potential risk or concern affecting safety via one of the following means.
- Report directly to the Safety Department or an immediate supervisor.
- Submitting an Accident/ Incident Report.
- Support safety audits as and investigations as they occur.
