In partnership with dans, DFS Aviation Services is looking for a Workforce Planning & Organizational Design Specialist to join our team in Dubai, whereby they will be responsible to provide specialist expertise in workforce planning and organisation effectiveness by developing workforce strategies, organisational structures, job architecture, and workforce analytics that support strategic objectives.

This role will be with Dubai Air Navigation Services (dans), based at Dubai International Airport.


Dans provides air navigation services at four airports in the UAE, one of which is the world's busiest airport for international passengers, where their mission is to empower and develop all their people in delivering world-leading air navigation services that exceed every standard, assure their customers, and shape global innovation.


Your Responsibilities

  • Ensuring organisational effectiveness through evidence-based workforce planning, organisation design, headcount governance, and workforce optimisation while enabling sustainable business growth, operational excellence and effective resource utilisation.
  • Develop and maintain organisation-wide workforce plans aligned with dans’ strategic priorities and business objectives.
  • Conduct workforce forecasting, headcount planning, and resource modelling to support current and future operational requirements.
  • Design and review organisational structures, reporting relationships, job architecture and spans of control to enhance organisational effectiveness.
  • Develop and maintain dans' job architecture framework, ensuring consistency in job families, grading principles, and position structures.
  • Develop workforce dashboards, KPIs and analytical reports to support Executive decision-making.
  • Monitor workforce metrics including headcount, vacancies, utilisation, productivity, organisational effectiveness and workforce costs.
  • Partner with business leaders to understand workforce requirements and provide specialist advice on workforce planning and organisational effectiveness.
  • Support Human Capital initiatives including succession planning, talent management, organisation reviews, and transformation programmes.


Your Qualifications

  • Bachelor’s degree in human resources, Business Administration, Industrial Engineering or a related discipline.
  • Professional certification in Workforce Planning, Organisation Design or Human Capital Analytics is desirable.
  • 7–10 years’ experience in Workforce Planning, Organisation Design, Organisational Effectiveness or Human Resources Strategy.
  • Demonstrated experience in workforce analytics, organisational restructuring, job architecture, and manpower planning.
  • Experience supporting organisational transformation within a complex organisation.
  • Experience within the aviation or government sector is advantageous.
