Job Description

We are seeking expressions of interest from Watch Managers who will be responsible for the management and performance of his watch (shift) in the provision of 24/7 Rescue & Firefighting Services (RFFS), including but not limited to: the provision of ARFF services to designated airfield to the specified International Civil Aviation Organisation (ICAO) Category, including civilian and military aircraft, provide SRFF services in response to incidents, including fire, building and facility emergencies, storms, gas leaks, burst water mains, motor vehicle accidents, hazardous materials and de-contamination tasks. Act as the Fire and Rescue SME to the contract management as required.


Key Accountabilities

Operational Responsibilities & Competencies

The Watch Manager must be capable of:

  • Providing overall operational leadership and command of the Watch.
  • Leading, managing and supporting personnel during operational incidents.
  • Taking command and control of significant aviation, structural and other emergency incidents.
  • Managing and coordinating RFFS resources during emergency response.
  • Making operational decisions based on available information and risk.
  • Coordinating aircraft firefighting and rescue operations.
  • Managing incidents involving military aircraft.
  • Ensuring the safe preservation and rescue of endangered life.
  • Managing incidents requiring breathing apparatus.
  • Implementing and supporting the Aerodrome Emergency Plan.
  • Coordinating with other emergency response agencies and stakeholders.
  • Conducting operational briefings and debriefings.
  • Ensuring operational readiness, equipment and personnel requirements are maintained.
  • Providing leadership, direction and support to Crew Managers and Firefighters.


Specific Requirements

Essential Technical and Professional Skills

  • Five to Ten (5-10) years’ experience in fire/rescue services including five (5) years in a supervisory position at an ICAO Category six (6) airfield or above. At least three (3) of the last five (5) years must have been spent in an equivalent position.
  • Additional fire/rescue work experience may be substituted for up to two (2) years formal education in the ratio of two (2) years’ experience to one (1) years education.
  • Must be a FVEY national and passport holder
  • Valid heavy vehicle operator license in country of origin and ability to obtain equivalent in the United Arab Emirates.


Qualifications

The Watch Manager must hold all qualifications required for Firefighter/Driver and Crew Manager, together with the applicable Watch Manager qualifications for their FVEY country.

Australia

The applicant must hold:

  • PUA50120 Diploma of Public Safety (Emergency Management); or
  • PUA50519 Diploma of Public Safety (Firefighting Management); or
  • PUA40319 Certificate IV in Public Safety (Firefighting Supervision).
  • Must hold all qualifications required for Crew Manager and Firefighter/Driver.
  • PUAFIR418 – Supervise specialist response to aviation accidents and incidents – must contain or have a Statement of Attainment.
  • Relevant incident command, fire management and supervisory competencies.

United Kingdom

The applicant must hold one of the applicable recognised Watch Manager pathways, including:

  • Supervisor Initial (ICAO/CAA); or
  • Certified Watch Manager (DFRMO/MOD); or
  • Certified Watch Commander.
  • Must hold all qualifications required for Crew Manager and Firefighter/Driver.
  • Appropriate HAZMAT incident command and operational leadership competency.

United States

The applicant must hold:

  • NFPA 1021 Fire Officer III.
  • NFPA 472/1072 HAZMAT Incident Command.
  • NFPA 1041 Fire Instructor III.
  • Must hold all qualifications required for Crew Manager and Firefighter/Driver.
  • Relevant fire investigation qualification – desirable.
  • Appropriate senior incident command and operational leadership competencies.

Canada

The applicant must hold:

  • NFPA 1021 Fire Officer III.
  • NFPA 472/1072 HAZMAT Incident Command.
  • NFPA 1041 Fire Instructor III.
  • Must hold all qualifications required for Crew Manager and Firefighter/Driver.
  • Relevant fire investigation qualification – desirable.
  • Appropriate senior incident command and operational leadership competencies.

New Zealand

The applicant must hold the applicable senior fire command and management qualifications, including:

  • Fire Command & Control Course (Senior).
  • PUA50120 / equivalent senior public safety management qualification pathway, where applicable to the recognised qualification pathway.
  • Incident Command & Control (Initial).
  • Incident Command & Control (Multi-Agency).
  • Firefighter Intermediate Urban & Vegetation – NZQA National Certificate Level 4.
  • Appropriate senior crew/watch leadership competency.
  • Must hold all qualifications required for Crew Manager and Firefighter/Driver.
