ABOUT THE ROLE

As the Technical Project Manager, you are responsible for governing the end-to-end delivery of the Track & Trace workstream, ensuring coordinated execution across technical, infrastructure, and business teams. The role focuses on delivery governance, stakeholder and vendor management, integration oversight, risk and quality management, and safeguarding billing integrity and operational readiness in line with contractual, regulatory, and program objectives. You will coordinate the overall implementation by working closely with the Solution Lead, IT Infrastructure Specialist, QA, and other cross-functional teams.

KEY RESPONSIBILITIES
  • Act as the primary point of contact for the solution vendor, ensuring all deliverables meet customer requirements and contractual obligations. Proactively manage vendor performance, resolve issues, and drive accountability for milestones and quality standards;

  • Work closely with the customer to validate requirements, manage expectations, and ensure the delivered solution aligns with business needs and regulatory standards;

  • Lead and coordinate activities across internal teams, including the Solution Lead, IT Infrastructure Specialist, QA, and other stakeholders, to ensure seamless integration and implementation of the Track & Trace system;

  • Develop, maintain, and govern the project roadmap, ensuring milestones, dependencies, and delivery schedules align with the approved scope and governance model.

  • Oversee integration activities between the Track & Trace solution and external platforms (ERP, enforcement, government systems, etc.);

  • Coordinate with IT infrastructure teams to ensure readiness of hosting environments and technical integrations;

  • Facilitate workshops and meetings with government stakeholders and internal teams to validate requirements and confirm alignment between business and technical solutions;

  • Oversee system health checks, maintenance planning, and go-live preparedness to support high availability and operational continuity;

  • Define and oversee standard processes for system reporting, audit logging, and security reviews to ensure traceability, transparency, and compliance with regulatory and program requirements;

  • Proactively identify, track and manage risks and issues, escalating as needed with clear impact analysis and mitigation plans;

  • Govern solution verification and acceptance activities, ensuring all criteria are met before production rollout;

  • Oversee UID reconciliation, auditability, and billing integrity; support capacity readiness for peak issuance periods; lead coordination on billing discrepancies; and ensure compliance with UID-based commercial terms. Coordinate closely with ERP and finance teams;

  • Lead transition activities to steady-state operations, ensuring support models, documentation, knowledge transfer, and ownership handover are completed.

Main missions:
  • Ensure end-to-end delivery governance for the Track & Trace initiative, with a focus on vendor management and customer satisfaction.

  • Safeguard UID billing and revenue integrity, ensuring all billable events are accurate and compliant.

  • Drive operational readiness and support governance, enabling sustainable support models.

  • Oversee training, handover, and transition to internal teams and government stakeholders.

ABOUT YOU

You are/have:

  • 5–7 years of experience in project or program management, preferably in related industry, government or regulated software programs.

  • Strong experience in vendor management, technical delivery, and cross-functional coordination.

  • Proven ability to manage multi-vendor and multi-stakeholder environments.

  • Experience leading UAT, go-live, and transition to operations.

  • Excellent risk, issue, and escalation management skills, with clear executive-level communication.

  • Ability to operate effectively within structured governance and compliance-driven environments.

  • Willing to station in the project location in Africa across the project implementation timeline.

  • PMP or PRINCE2 certification is a plus.

  • Experience with tax stamps, traceability systems, or secure printing programs is a plus.
