Technical Program Manager

Signature Pharmacy & SignatureRx – Dubai

Signature Pharmacy and SignatureRx are award-winning prescribing creation and pharmacy fulfilment providers in the UK. As part of our continued growth, we have an established in-house software development team based in the UAE and are now looking for a Senior Technical Program Manager to own and lead product delivery across the business.

This is a hands-on leadership role for someone who can take high-level business and executive requirements and turn them into shippable, working software through product, design, and engineering teams.

You will sit at the centre of the business, working directly with senior stakeholders, product, and technology to ensure the right things get built, at the right time, in the right way.

The Role:

You will be responsible for the end-to-end delivery of software initiatives across Signature Pharmacy and SignatureRx.

Managing a cross-functional team of approximately 10 designers, product managers, QA engineers and developers, you will own:

• What gets delivered
• When it gets delivered
• How delivery is run

This is a player-coach role: you will shape roadmaps and priorities at a senior level, while also being close to the backlog, tickets, and day-to-day execution.

Key Responsibilities:

Reporting directly into senior leadership, you will be accountable for product delivery and execution across the organisation, including:

• Owning the translation of executive and business requirements into clear product plans, priorities, and deliverable work
• Creating and running a structured intake and prioritisation process for internal and external feature requests
• Driving delivery cadence, sprint planning, and release commitments
• Ensuring teams are focused on the highest-value work, even when priorities compete
• Identifying and removing delivery bottlenecks across product, QA, and engineering
• Owning and evolving Jira so it provides real visibility, predictability, and accountability
• Supporting backlog grooming, ticket quality, and requirement clarity where needed
• Creating clear communication and release visibility so stakeholders understand what is shipping and why
• Leading the rollout, implementation, and ongoing optimisation of Zoho One as a core operational platform
• Driving continuous improvement in how teams plan, build, test, and release software
• Supporting and maintaining ISO 27001-aligned delivery processes
  

Skills & Experience:

We are looking for someone who has operated as a delivery leader, not just a project administrator.

You will have:

• Senior-level experience as a Technical Program Manager, Delivery Manager, or Software Project Manager in a product-led technology organisation
• A strong track record of driving cross-functional software delivery with changing priorities
• Deep, practical experience using Jira to run agile delivery and provide meaningful reporting
• Experience leading company-wide system rollouts (CRM, ERP, HRIS, or similar — Zoho experience is a plus)
• The confidence to work with senior stakeholders, negotiate trade-offs, and keep delivery realistic and credible
• Strong communication, organisation, and prioritisation skills
• Comfort working hands-on with product backlogs, tickets, and delivery detail when needed
