Tech Project Manager

We are looking for an experienced Technical Project Manager to lead the delivery of a technology program for a premier banking institution in the UAE. This role sits at the intersection of technical delivery, agile program governance, and regulatory compliance. It requires someone equally comfortable running sprint ceremonies as they are briefing senior banking stakeholders on risk and delivery status.

The successful candidate will manage the end-to-end delivery of software initiatives—including emerging AI agentic solutions—within a highly regulated banking environment, ensuring alignment with regulatory standards, PCI DSS compliance, and internal governance frameworks.

Key Responsibilities

• Own end-to-end delivery of technical projects and programs, managing scope, timeline, budget, and quality across multiple concurrent workstreams.
• Run and continuously improve Agile ceremonies (sprint planning, backlog refinement, stand-ups, reviews, retrospectives) across cross-functional engineering, product, and QA teams.
• Manage program governance by maintaining RAID logs (risks, assumptions, issues, dependencies), tracking cross-team dependencies, and driving timely risk mitigation.
• Act as the primary point of coordination between the delivery team and client stakeholders, translating technical progress into clear, business-relevant updates for senior executives.
• Oversee delivery of AI agentic and software engineering initiatives, working closely with engineering leads to ensure technical feasibility, architecture decisions, and realistic timelines.
• Ensure all delivery activities comply with regional central bank regulatory requirements, PCI DSS standards, and internal information security/audit policies.
• Coordinate SIT, UAT, and security/penetration testing phases, ensuring clear ownership between delivery and regulatory sign-off teams.
• Prepare and present executive-level reporting (steering committee decks, scope trackers, roadmaps, RAG status reports) tailored to senior banking leadership.
• Facilitate change management and governance ceremonies to document and approve scope changes, decisions, and commercial impacts through proper channels.
• Proactively identify delivery blockers, ambiguities, and process gaps (e.g., SLA gaps, terminology misalignment) and drive them to resolution before they impact delivery timelines.
  
  
  

Required Skills & Experience

• 9+ years of project/program management experience, with a strong track record of delivering technology projects within financial services or banking.
• Proven hands-on experience managing Agile software development delivery (Scrum/Kanban/SAFe), including sprint governance, backlog management, and release planning.
• Exposure to AI agentic systems or generative AI product development (e.g., multi-agent orchestration, agentic workflows, or AI assistant platforms).
• Working knowledge of banking regulatory frameworks (including CBUAE standards, PCI DSS, and compliance coordination).
• Strong command of Agile governance disciplines: risk management, dependency tracking, RAID logs, and RACI frameworks in multi-vendor or client/delivery-partner environments.
• Excellent stakeholder communication skills with the ability to translate complex technical topics for executive audiences.
• Experience utilizing tools such as Jira, Linear, Confluence, or equivalent project tracking systems.
• Bachelor's degree in Computer Science, Information Technology, Business, or a related field.
  
  
  

Preferred Qualifications

• Certifications: PMP, PRINCE2, PMI-ACP, CSM, or SAFe.
• Prior experience delivering technology programs directly for or within a UAE/GCC banking institution.
• Familiarity with KYC/AML workflows, financial data connectivity, or regulatory auditability requirements for AI systems.
• Experience managing multi-vendor delivery models (client + consulting partner) in regulated industries.
