Structural Inspector – Bridges & Tunnels
Dubai, UAE
Parsons is looking for an amazingly talented Structural Inspector to join our team! In this role, you will get to be involved in monitoring, inspection, coordination, witnessing, and documentation of all Structural/Tunnel works in the Project to ensure the project is constructed as per Contract requirements and specifications.
- What You'll Be Doing
- Carrying out on-site structural inspections of all bridge and tunnel works under a FIDIC form of contract on behalf of the Consultant.
- Ensuring Contractor’s works comply with contract documents, approved drawings, project specifications, RTA/Dubai Municipality standards, and applicable international codes (including ACI, AASHTO\ LRFD, BS, Eurocodes, and ITA guidelines).
- Supporting the Structural Engineer and Assistant Resident Engineer (ARE) in safeguarding quality, safety, and contract compliance across the full structural scope.
Bridge Inspections — Substructure & Foundations
- Inspecting pile foundations (bored piles, barrettes, pile caps) and witnessing integrity testing PIT, CSL and static/dynamic load tests.
- Verifying reinforcement placement, cover, lap lengths, and couplers in pile caps, pier columns, and abutments.
- Inspecting formwork stability, alignment, and tolerances prior to concrete pour approval.
- Witnessing concrete pours, sampling, slump tests, and temperature monitoring for mass concrete elements.
Bridge Inspections — Superstructure
- Inspecting precast segmental box girders, I-girders, and U-girders during fabrication, transportation, and erection.
- Witnessing post-tensioning works: duct installation, strand threading, stressing, elongation checks, grouting, and anchor block protection.
- Verifying bearing installation, alignment, levels, and pre-setting in accordance with design requirements.
- Inspecting deck slab pours, stitch pours, parapets, crash barriers, and deck waterproofing/asphalt overlay.
- Inspecting expansion joints, drainage scuppers, and deck furniture installations.
Tunnel Inspections — Excavation & Primary Support
- Inspecting excavation works for cut-and-cover tunnels, diaphragm walls, secant pile walls, and underpinning systems.
- Monitoring TBM operations, segment delivery checks, ring build geometry, and annular grouting where applicable.
- Inspecting shotcrete/sprayed concrete lining application, thickness, rebound, and curing, and witnessing panel/core tests.
- Verifying rock bolt installation, lattice girders, and steel rib supports per design specifications.
- Monitoring ground movement, convergence readings, and instrumentation data with the geotechnical team.
Tunnel Inspections — Secondary Lining & Waterproofing
- Inspecting reinforcement placement, formwork (including travelling formwork systems), and concrete pours for tunnel secondary lining.
- Verifying waterproofing membrane installation (PVC/HDPE sheets), welded seams, vacuum/spark testing, and compartmentalization.
- Inspecting construction joints, water stops, injection hoses, and post-grouting works.
- Witnessing concrete pours including SCC for crown sections, verifying temperature, slump, and curing.
- Inspecting cross passages, ventilation shafts, emergency exits, and associated structural elements.
Quality Control, Testing & Compliance
- Reviewing inspection requests (IRs); witnessing and signing off pre-pour checks, concrete pours, and acceptance testing in line with ITPs.
- Witnessing NDT activities — UPV, rebound hammer, half-cell potential, GPR — and concrete cube/cylinder testing.
- Verifying survey setting-out, levels, alignment, camber, tunnel geometry, and tolerances against IFC drawings.
- Raising non-conformance reports (NCRs) and site observation reports, and tracking close-out actions to completion.
- Reviewing Contractor’s material deliveries, mill certificates, and batch records against approved submittals.
HSE & Authority Coordination
- Enforcing the project HSE plan during all inspections, with focus on heavy lifts, post-tensioning, working at height, confined space entry, gas monitoring, and tunnel evacuation procedures.
- Stopping unsafe activities and escalating immediately to the Structural Engineer/ARE when required.
- Supporting coordination with RTA, Dubai Municipality, DEWA, and other authorities during joint inspections and approvals.
Reporting & Records
- Maintaining daily inspection records, photographic logs, and as-built documentation through Aconex/ProjectWise or similar platforms.
- Preparing daily and weekly inspection reports for the Structural Engineer/ARE.
- Supporting snagging, de-snagging, taking-over inspections, and defects-liability inspections on structural elements.
- What Required Skills You'll Bring
- Bachelor’s degree in Civil or Structural Engineering; a Diploma may be considered with extensive bridge and tunnel inspection experience.
- years of structural inspection experience with demonstrable exposure to both bridge and tunnel projects (including TBM, cut-and-cover, or NATM/SEM).
- Minimum years of UAE/GCC experience on RTA, metro, or comparable authority projects, preferably consultant-side supervision.
- Strong technical ability to read and interpret structural drawings, shop drawings, post-tensioning details, segmental lining drawings, and waterproofing details.
- Familiarity with TBM operations, ring build geometry, and shotcrete/SCL methodologies.
- Proficiency in MS\ Office; fair working knowledge of AutoCAD viewer or equivalent.
- Strong reporting, communication, and stakeholder coordination skills.
- Fluent English (written and spoken).
- Physically able and willing to work underground, in confined spaces, on rotating shifts, and during night works.
- High standards of integrity, impartiality, and professionalism when acting on behalf of the Engineer.
- What Desired Skills You'll Bring
- RTA/Dubai Municipality approval as Inspector Engineer (highly preferred).
- Experience on large-scale metro, highway, or complex urban infrastructure projects in the UAE/GCC.
- Familiarity with Aconex, ProjectWise, or similar electronic document and inspection management systems.
- Knowledge of international best practices for tunnel construction (e.g., ITA guidelines) and segmental bridge construction.
- Exposure to advanced NDT techniques and interpretation of structural test results.
- Valid UAE driving license.
- Experience coordinating with multiple authorities (e.g., RTA, Dubai Municipality, DEWA and utilities) during inspections and approvals.
- Experience mentoring junior inspectors and contributing to continuous improvement of site inspection procedures and standards.
